Overview
The Supervisor-Water Meter Reader supervises, leads, and monitors all water meter reading related operations for the Dallas Water Utility. Supervises staff and oversees the reading, repair, and maintenance of all water meters for the City.
Essential Functions
1 Provides leadership, expertise, and direction; prioritizes tasks, schedules and assigns reading and related work orders or maintenance requests, and ensures that Technicians and readers are completing work on schedule, and have clear performance expectations.
2 Hires, trains, and delivers performance evaluation and enforces discipline; verifies and approves time, manages equipment, tools, and technology and performs other supervisory tasks for department personnel.
3 Participates in the development and implementation of long range plans, programs, and schedules; determines goals and objectives needing emphasis; directs and coordinates work through leaders or team chiefs; and provides coaching or technical direction as needed.
4 Manages and maintains routes for effective operations; verifies and checks route completion and analyzes reads ensuring accuracy; ensures proper documentation of operations and participates in discussions and decisions during meetings.
5 Reviews, evaluates, and checks repair and maintenance work performed by technicians; ensures work is conducted safely and in accordance with manuals, rules, and procedures.
6 Plans, controls, supervises, and coordinates maintenance activities and evaluates components.; participates in and conducts various staff meetings to ensure equipment availability, reliability, and capacity in support of water meters and related work.
7 Provides on sight inspection, evaluation, and troubleshooting; provides support and direction for Technicians and readers, develops and creates work orders, and enforces compliance with regulatory standards.
8 Hears and resolves serious complaints or simple grievances from employees; refers serious grievances to higher level managers; effects disciplinary actions or recommends serious disciplinary actions to managers.
9 Finds and implements methods to improve production or effectiveness.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Water Meters and operations.
2 Knowledge of safety rules and precautions.
3 Knowledge of electronics and water meters.
4 Ability to troubleshoot equipment and implement solutions.
5 Ability to plan, assign, train, direct, and evaluate technical and meter reading staff.
6 Ability to read various complex manuals and diagrams
7 Ability to use and instruct in various types of hand tools, power tools, and troubleshooting equipment.
8 Ability to understand technical terminology.
9 Ability to maintain record keeping or work log system.
10 Communicating effectively verbally and in writing
11 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
High school diploma or GED.
EXPERIENCE (must include all of the following):
Five (5) years of experience involving meter reading/repair/installation/maintenance and/or utility construction/maintenance.
Experience involving customer contact (in-person or via telephone).
AND
One (1) year using SAP.
AND
One (1) year of lead work/supervisory experience.
EQUIVALENCY:
An associate's degree or higher in a business, construction or engineering field plus three (3) years of the required experience including one (1) year of using SAP and one (1) year of lead work/supervisory responsibilities will meet the education and experience requirements.
LICENSES :
Valid driver's license with good driving record.
Must obtain a Class C Distribution License from the Texas Commission on Environmental Quality (TCEQ) within probationary period.
OTHER REQUIREMENTS:
Subject to fieldwork and may include alternate work schedules.
Salary Range
$28.27 - $33.93The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
