Organization Highway District 1 Pay $31.48 Pay Frequency Hourly Full Time / Part Time Full time Job Summary Under general supervision, supervises, coordinates and participates in activities of workers engaged in various phases of construction or maintenance, and repair of county roadways, bridges, and related structures and equipment by performing the following duties. Job Description All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County. ESSENTIAL JOB FUNCTIONS Direct workers in projects, such as construction of ditches and roadways, and grading drainage areas. Operate or supervise workers operating equipment to lay drainage tile, cut grades, clean and clear barrow ditches. Supervise and coordinate activities of workers engaged in excavating and grading right of way for construction of projects such as highways, streets, ditches or bridges. Keep roadways passable in severe weather or marked when impassable. Participate in and oversee activities of employees who erect, repair and maintain traffic warning signs. Coordinate and direct activities of workers engaged in spreading, rolling and tamping bituminous materials such as asphalt or similar materials, to form surfaces of roadways. Supervise and coordinate activities of work crews engaged in preparing and applying concrete for repair or fabrication, covering and reinforcing structures such as bridges, roads and culverts. Participate in and supervise activities of workers engaged in mowing county right of way along streets and roads, or empty lots and other similar areas. Train employees. Execute personnel policies in accordance with established procedures. May operate heavy construction machinery or equipment. Perform other duties as assigned. Additional Job Description REQUIRED SKILLS, KNOWLEDGE AND ABILITIES Skill in planning, supervising and coordinating the work of a group of workers engaged in all phases of construction or maintenance and repair of roadways and related structures; in mowing, clearing and grading. Knowledge of different types and/or grades of asphalt, crushed rock, concrete and stabilizers; of soils used for base materials; of surveying; of the operation and functions of an assigned phase of road repair, maintenance or construction; of regulations, ordinances and policies affecting operations; of the geographical layout of the county and the location of specific streets, parks or other facilities; of special methods, techniques, material or equipment peculiar to various assigned phases of operations; of building deck forms, wall forms and hair pin systems; of departmental policies and procedures; of supervisory principles and practices; of safety policies and procedures; and of OSHA. Ability to organize and present facts and opinions clearly and concisely; to pour and place concrete in a structural and architectural way which meets all accepted engineering standards; to reason analytically; to evaluate and understand blueprints and related materials; to read grade stakes; to estimate and calculate road materials required; to train employees; and to maintain safe working conditions. SUPERVISORY RESPONSIBILITIES Directly supervises 10 to 20 employees in the Highway Bridge Maintenance. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. EDUCATION and/or EXPERIENCE Education equivalent to graduation from a standard four year high school supplemented by two year certificate from a technical school or Vo-Tech training and over five years of satisfactory full time paid employment in heavy construction work, including one year of supervisory experience or any combination of experience and education, substituting one year of satisfactory full time paid employment for one year of the required education with a maximum substitution of two years. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
