Managing Engineer (Division Manager, Engineering Services)

This position will lead the Engineering Services Division of Capital Delivery Services (CDS), which provides engineering design services to Departments city-wide. This person will serve as a trusted leader, technical expert and a valued member of the CDS management team, and as a key partner to CDS Project and Construction Management teams. This position will lead multiple engineer design teams and a City survey team in support of Capital Improvement Projects. The position will manage all planning, task performance, budgeting, personnel, and support functions for a team of over twenty engineering and technical staff.
Qualifications:
Minimum Qualifications:
Graduation with a Bachelor s degree from an accredited college or university with major coursework in Engineering or in a field related to the job, plus eight (8) years of experience in engineering, including six (6) years of experience which were acquired after licensing as a professional engineer and including four (4) years of experience before or after licensing which were in a supervisory capacity.
Graduation with a Master s degree from an accredited college or university can substitute for up to one (1) year of experience.
Graduation with a Doctor of Philosophy (PhD) degree from an accredited college or university can substitute for up to two (2) years of experience.
Licenses and Certifications Required:
Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.
Preferred Qualifications:
Experience managing a large team of highly technical professionals including managing performance, budgeting, personnel, and support functions.
Experience designing and/or reviewing engineering plans and specifications for large capital infrastructure projects (civil and horizontal).
Experience communicating to external stakeholders during times of organizational change and resource constraints.
Experience preparing and presenting permits or waiver requests to Regulatory Agencies (code, environmental, traffic, etc.) to secure project approval for construction.
Ability to travel to multiple work locations.
