The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection, and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.

DUTIES AND RESPONSIBILITIES

The Construction Supervisor/RCMA Manager role combines the responsibilities of overseeing construction site/s on a day-to-day basis as a supervisor with the added responsibility of managing the "Resident Construction Manager" (RCM) team, ensuring projects are delivered on time, within budget, and adhering to quality and safety standards in place. This role reports to the City Engineer. Additional responsibilities include:

  • Manages Miss Utility of Delmarva program for the City. Manages "Miss Utility" field mark outs. Document changes to the Sewer and/or Water utility, as required.
  • Interprets plans and specifications for various Public Works contracts. Inspects construction performed by private contractors for adherence to plans and specifications.
  • Inspects the quantity and quality used on these projects.
  • Ensures contractors use proper safety techniques and are following OSHA requirements. Maintains complete and accurate records on each construction project.
  • Supervises, reviews, and assists the work of other inspectors.
  • Liaison between the City and other utilities, DelDOT, and New Castle County. Coordinate DelDOT permitting.
  • Oversees the work and assignments of the Construction Inspectors.
  • Coordinates the schedule of contracts for field inspections and review.
  • Responsible for Kronos Timekeeping input and approval.
  • Reports to the City Engineer and may perform certain City Engineer duties as required.
  • Must be able to work overtime or stand by as required.
  • Performs all related work as required.

EDUCATION AND EXPERIENCE

Completion of two (2) years of college-level course work with emphasis in engineering, construction, or related field work supplemented by technical training in computer-aided drafting; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

  • Knowledge: Knowledge of materials, practices, and equipment used in the construction of roads, sewers, and water lines. Knowledge of mathematics is required for the computation of materials and quantities for reviewing estimates and invoices. Knowledge of Microsoft Office software and Kronos Timekeeping systems. Knowledge of AutoCAD and Geographic Information Systems (GIS) is desirable.
  • Skills: Demonstrated strong, courteous customer service and communication.
  • Abilities: Ability to read and interpret civil engineering plans and blueprints. Ability to utilize a mobile device and produce sketches required for location of existing utilities. Ability to establish and maintain effective working relationships with various outside contractors, utilities, and the public.
  • Licenses: Possess and maintain a valid driver's license with a good driving record.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and pre-employment physical.

  • Physical Requirements: Field and normal office environment. Frequently required to sit, stand, and walk depending on the job duty. Ability to lift or move up to 50 pounds independently.
  • Vision: Requires the ability to see close vision and adjust focus as necessary.
  • Working Conditions: Normal office environment. May typically be in the field to perform construction inspection or provide mark-out services.
  • Location and Schedule: This position may require weekend work, nights, or being on-call as part of the regular job responsibilities. Work involves travel between sites (City/County, Turner, and Public Safety buildings) as necessary. Based on business needs, work hours are Monday through Friday, 7:30 a.m. to 3:30 p.m.
