Summary
Under general supervision, the construction supervisor is responsible for planning, coordinating, and supervising staff resources and various activities for the Street Department construction inspection and quality control program. Oversee and conduct inspections of various public works construction and repair projects to ensure compliance with plans, specifications, and city standards. Develops and manages protocols and systems necessary to optimize construction inspection services in alignment with department and city goals.

Pay Range: $25.41/hr. - $36.94/hr. (Depending on experience and qualifications)

Essential Duties and Responsibilities

  • Supervises, directs, and coordinates all construction inspection operations and activities; prioritizes and delegates responsibility for work assignments to subordinate employees

  • Develops and oversees management and implementation of inspection procedures, policies, standards, and systems to optimize service delivery; performs various administrative duties as assigned

  • Provides lead technical inspection guidance to construction inspectors, in-house staff, contractors, and other city departments

  • Responsible for inspecting construction of street paving, subgrade, city utilities, and franchise utilities for quality, safety, schedule and compliance

  • May supervise, oversee, or monitor construction work performed by in-house crews

  • Coordinates and conducts preconstruction meetings with contractors; leads final inspection/closeout phase for projects; maintains project files and documentation

  • Ensures contractor compliance with prescribed construction schedules; quickly resolves issues that may impact timely project delivery

  • Reviews and approves monthly construction pay applications; adheres to project scopes of work to ensure approved budgets are maintained

  • Reviews construction plans produced by consultants or in-house staff to ensure project proposals are constructable and impacts to the public are minimized

  • Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally; actively uses designated software systems to monitor and manage customer requests for service

  • Collaborate with other department divisions to pursue maintenance tactics that maximize service life for pavement assets; performs asset condition assessments and prepares estimates for repair or replacement cost

  • Frequently interacts and coordinates with business owners, contractors, vendors, City departments, and residents to successfully implement construction projects

  • May be required to work outside normal work hours to inspect projects, attend meetings or events, respond to inclement weather, or respond to city emergencies

Minimum Qualifications

  • High school diploma or GED

  • A minimum of five (5) years of public works construction inspection, construction management, or construction operations experience is required, including two (2) years of supervisory experience.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

  • Associates degree in construction management, construction technology, engineering technology or related field

  • 7-10 years experience in public works construction and/or construction inspection with progressive levels of responsibility

  • 3-5 years experience in a supervisory role

Knowledge, Skills and Abilities

  • Extensive knowledge of construction inspection principles and practices

  • Knowledge of equipment, techniques, and methods used in public works construction

  • Knowledge of construction materials sampling and testing procedures for public works projects

  • Knowledge of environmental controls and construction safety protocols, including work zone safety promulgated through the Texas Manual on Uniform Traffic Control Devices

  • Knowledge of principles of personnel supervision, professional development, and performance evaluation.

  • Ability to read and interpret drawings and contract documents for public works construction

  • Ability to deal tactfully and professionally with the public and various business partners in normal, difficult, and unusual circumstances

  • Ability to work collaboratively with Street Department staff and various other stakeholders

  • Ability to learn new technologies, procedures and tactics to advance business operations

  • Ability to meet prescribed deadlines and multi-task, while successfully balancing competing priorities in a fast-paced environment

  • The ability to adapt comfortably through complex and varied organizational process, procedural, and people-related dynamics is essential for success in this position

  • Skill in organization and maintaining detailed files and project records is essential for success in this position.

  • Skill in selecting, supervising, training, and evaluating subordinate employees

  • Skill in exhibiting positive leadership qualities that influence staff to pursue the best business outcomes

  • Skill in basic math and geometry

  • Skill in mediating conflict among contractors, inspectors, and other city staff is essential for success in this position

  • Skill in effective oral and written communication, including proper grammar, spelling, and punctuation appropriate for business

  • Skill in the use of a personal computer, including use of Microsoft Word and Microsoft Excel

Licenses and Certifications

  • Valid Class C Texas Drivers License
