As a Construction Manager , you will represent the owner’s interests by providing oversight throughout the life of the project. You’ll collaborate with all stakeholders to deliver infrastructure improvements on time, within budget, and in alignment with the owner’s expectations for quality, scope, and functionality.

Responsibilities:

  • Report to the Program Manager and serve either as senior field advisor or contract administrator, depending on project needs.
  • Oversee construction-related contract administration, including: Budget tracking, risk management, QA/QC, scope and schedule adherence, review of payment requisitions, submittals, RFIs, and change orders, and project closeout documentation.
  • Coordinate and implement all project documentation using the designated administration database.
  • Maintain regular communication with program and project teams, clients, contractors, plant staff, and stakeholders.
  • Monitor contractor compliance with health and safety requirements.
  • Lead construction meetings and document outcomes.
  • Review contractor schedules for alignment with plant operations and personnel resources.
  • Guide and supervise engineering staff and contractors from a field office environment.
  • Approve daily field reports and monitor project quality assurance activities.
  • Respond to delays, field issues, and emergencies as they arise.
  • Coordinate commissioning and testing requirements.
  • Interpret site logistics, plans, specifications, environmental reports, codes, permitting, and P&IDs.
  • Verify Process Interruption Plans to ensure facility operations remain protected during shutdowns.
  • Maintain and update contractor schedules in Microsoft Project, including oversight of annual, sole-source, and bid-package contracts.

Minimum Qualifications:

  • Bachelor’s degree in Construction Management, Civil Engineering, or related field OR a high school diploma (or GED) with 10+ years of progressively responsible, directly related experience.
  • Minimum 10 years of relevant experience in construction management or inspection across a range of municipal infrastructure projects.
  • Preferred experience with rehabilitation construction methods and water/wastewater facility upgrades, including pump stations, sanitary sewer systems, and water main replacements.
  • Licenses/Registrations/Certifications a plus: This position will require participation in certification and training courses post-hire as required by OSHA or client-specific requirements (First Aid/CPR, Confined Space, and OSHA 10).
