The Public Works Project Manager performs a wide variety of professional project management duties for facility renovation and new facility construction projects including professional and technical engineering, architectural or landscape architectural services and activities, construction management, capital project fiscal planning, project planning, design, plan review, project inspection, and project budget and scheduling for multiple projects; direct, manage, oversee, and coordinate a variety of projects as assigned, which may include facility maintenance, building renovations and remodeling, and energy conservation; coordinate assigned activities with other divisions, departments and outside agencies.

Education / higher education: Bachelor's Degree

For required college degrees, applicable field(s) of study: Civil engineering, construction management, architecture, landscape architecture, or directly related discipline.

Minimum number of years of directly related experience: Two years of work experience in any one or combination of the following areas: facility construction, architectural design/construction, or capital project management. In lieu of a degree, an incumbent must possess six years of experience.

Required certifications, licenses or registrations: None

Time given after hire/promotion to obtain certification or licenses: None

Preferred certifications, licenses or registrations: Certified Project Management Professional (PMP); licensure as a professional engineer or architect.

Knowledge: Specific knowledge of facility construction projects (new and remodel) including professional and technical engineering, architectural or landscape architectural services and activities, construction management, capital project fiscal planning, project planning, design, plan review, inspection, and project budget and scheduling for multiple projects. General knowledge of federal, state, and local laws and regulations governing environmental permitting.

Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Reading and interpreting architectural and engineering plans, City codes and related ordinances, and developing reports and budgets. Operating a personal computer for word processing, spreadsheets, and databases. Reviewing architectural & engineering drawings and specifications.

Abilities: Read, analyze, and interpret technical reports, general business periodicals, professional journals, technical procedures, and governmental regulations. Develop and monitor budgets. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Clearly write professional reports, business correspondence, and procedure manuals. Effectively present information and respond to questions from groups of managers, customers, and the general public. Work with mathematical concepts to analyze problems, interpret data and apply to practical situations found in the workplace.

Interaction with Groups/Agencies/Entities: Internal: Works with building maintenance staff, inspectors, operations managers, and other Department "client" staff on complex architectural design, engineering services, construction and special projects. Works with City Attorney, Finance Department, and other department staff as necessary. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: Works with contractors, developers, government agencies, consultants, and the general public on planning and implementing City infrastructure projects and resolves complaints and issues. Presents a friendly, courteous image for the City to the general public, customers, and public officials.

  • Assumes project management responsibility for professional and technical architectural or landscape architectural services and activities, construction management, capital project fiscal planning, project planning, design, plan review, inspection, project budgets and scheduling for multiple projects.
  • Serves as project manager for assigned capital projects.
  • Participates in inspection and construction administrative services for assigned (ICIP) Infrastructure and capital improvement projects.
  • .Coordinates, assigns, and reviews the work of consultants, contractors, and project teams responsible for professional and technical renovations and new capital development projects.
  • Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends within departmental policy, appropriate services and staffing levels.
  • Ensures proper energy conservation methods are identified and enforced within assigned facilities.
  • Adheres to the Approved Products List from the Building Handbook and ensues compliance with standardization of facilities.
  • Maintains facilities in compliance with applicable regulations; oversees the inspection and evaluation of major and minor equipment repair and/or preventive maintenance requirements.
  • Coordinates the maintenance and repair of all systems such as HVAC, communications, and utility systems.
  • Maintains compliance of all unified code standards, including ADA.
  • Serves as the primary liaison with other City departments, divisions and outside agencies, for all assigned projects; negotiates and resolves sensitive and controversial issues.
  • Assists in managing and coordinating the maintenance of construction project facilities, including facility maintenance, energy conservation, and security systems maintenance and user agency related activities.
  • Develops project status reports, construction and design schedules, analysis sheets; estimate project construction costs and/or allowable construction costs, and develops budget sheets.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the applicable field (facility operations and maintenance, building design and construction, etc.)
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Performs related duties and responsibilities as required.
