Overview:
We are seeking a Contract Specialist IV to provide support across all aspects of the procurement lifecycle, from cradle to grave, including helping customers and developing requirements. Contractor staff is expected to follow Federal Acquisition Regulations and become proficient in agency-specific procurement policies. The contractor services exclude any inherently governmental roles. On average, this office processes over 500 purchase requisitions and more than 2,000 invoices annually in support of the Acquisition Office staff and functional stakeholders, including Project Managers, Information Management, Administrative, Planning, and Budget Services personnel, who administer multi-million-dollar design and construction efforts across the agency. This agency's center provides project management, contracting, and planning services for large design and construction projects, and those associated with both design and construction and transportation divisions located at agency sites nationwide. The period of performance for this task order will be for one (1) Base Year of 12 months from approximately October 1, 2025, to September 30, 2026, and two (2) 12-month Option Years, exercised via written modification by the Contracting Officer during the effective period of the task order. The Government may also add a six-month extension to be applied at the end of the base or the two (2) Option Years. The specialist will work full-time, 40 hours per week, subject to budget availability.

Responsibilities:
- Create and route appropriation documents for Contracting Officer approval, assist with acquisition planning documentation, solicitation documentation, award decision documentation, post-award documentation, modification documentation, and documentation required for inter-agency agreements.
- Conducts acquisition planning and market research. Together with project teams and Contracting Officer, determines contract type and area of solicitation. Considers all possible set-asides in conjunction with local socioeconomic and small business goals. Prepares other required pre-solicitation documentation. Prepares and posts the System for Award Management.
- Prepares and issues solicitations, Requests for Proposals/Quotes, and amendments. Works with project teams to address questions. Receives, records, and reviews proposals/quotes for responsiveness.
- Coordinates technical evaluation panels. Participates and assists the Contracting Officer with all source selection activities and best-value trade-off evaluations. Prepares for and participates in negotiations; performs cost and/or price analyses under the direction of the Contracting Officer; documents source selection activities; and determines fair and reasonable pricing under the guidance and for final approval of the Contracting Officer. Obtains certified and other than certified cost and pricing data as required.
- Processes contract awards for the government Contracting Officer's signature. Prepares and distributes award packages and announcements.
- Performs contract administration. Maintains official contract file (all files are electronic). Resolves payment issues, reviews payroll reports against DOL wage determinations; issues general correspondence and memoranda; and addresses general contract administration questions under the guidance of the Contracting Officer.
- Under the guidance of the Contracting Officer, processes modifications, obtains and evaluates contractor proposals, participates in and documents negotiations, and prepares modifications with supporting documents for signature by the Contracting Officer.
- Prepares closeout documents.
- The COR will survey Performance Objectives as follows and apply specific remedies when required:
- Client Satisfaction- No more than 2 customer complaints per month
- Timeliness of Work- No more than 2 missed deadlines per month
- Quality of Work- No more than 3 major work corrections per month
- Completion of an accredited 4-year bachelors degree with a major in any field.
- 24 semester hours in Business in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. A bachelors degree in any of these meets the requirement of both the degree and 24 semester hours of business. - Minimum of 5 years of Federal Government Contracting experience with the service requirements for this position.
- Be well-versed in commonly used Microsoft products, including Microsoft Word, Excel, PowerPoint, and Adobe PDF.
Desired Qualifications:
- 10 years of construction contracting experience preferred
- 3 years of architect-engineer services contracting experience preferred
- Proficiency in Federal Procurement Desktop System (FPDS), Procurement Request Information System (PRISM), and the Financial and Business Management System (FBMS)
