Under the direction of the City Engineer and Assistant City Engineer, the Civil Engineer plays a key role in planning, designing, inspecting, and managing the construction of public works projects. This includes preparing detailed engineering plans, specifications, and cost estimates for initiatives such as roadway improvements, stormwater management, sanitary sewer systems, and other municipal infrastructure. The position requires strong professional judgment, technical expertise, and initiative in addressing complex engineering challenges and making informed decisions.

The engineering classification series defines professional engineering work within the Engineering Division, focusing on the maintenance, design, and construction of public infrastructure and other municipal projects that require licensed engineering expertise. This series is designed to provide a structured pathway for career advancement based on increasing levels of responsibility, technical proficiency, and leadership. Progression through the series-Civil Engineer 1 to Civil Engineer 2, and from Civil Engineer 2 to Senior Civil Engineer-is based on demonstrated qualifications, successful performance, and availability of budgeted vacancies, with advancement occurring through a competitive selection process.

Civil Engineer 1

This entry-level position involves professional engineering work performed in both office and field settings. Responsibilities support the design and construction of a variety of public works projects, including but not limited to storm and sanitary sewers, streets, sidewalks, bikeways, stormwater management systems, transportation improvements, traffic signals and signage, pavement markings, and street lighting. Work assignments are received from senior engineers or supervisory staff who define project scope and review work for technical accuracy and compliance.

Civil Engineer 2

This is an intermediate-level position for experienced professionals engaged in the design, planning, and implementation of public works projects. Similar to Civil Engineer 1, work is performed in both office and field environments. However, this position requires a broader application of engineering principles and independent judgment gained through professional experience. Assignments may involve higher complexity and greater autonomy, though oversight by senior staff remains part of the review process.

The City of Sheboygan has one opening and is seeking to hire an engineering professional for a position in the Department of Public Works-Engineering Division. Depending on the successful candidate's qualifications, the individual hired may be hired as a Civil Engineer 1 or Civil Engineer 2.

Essential Responsibilities:

Civil Engineer 1

  • Assist in the planning, design, and construction of public works projects, including preparation of plans, specifications, and cost estimates.
  • Provide technical assistance and information to the public, contractors, applicants, and consultants.
  • Review external plans and specifications for compliance with municipal, state, and federal regulations on matters such as erosion control, drainage, traffic control, and stormwater detention.
  • Conduct construction oversight of Capital Improvement Projects (CIP).
  • Administer and inspect excavation and right-of-way permits.

Civil Engineer 2

  • Perform all duties of a Civil Engineer 1 with enhanced expertise and independent responsibility for outcomes.
  • Perform construction administration for Engineering Division CIP projects.
  • Represent the department at public meetings and provide technical presentations related to engineering projects, as directed by the City Engineer.

General Responsibilities:

  • Stay informed of emerging engineering practices, codes, and technologies.
  • Support the development of technical reports and process documentation.

Education & Experience:

  • Bachelor's Degree in Civil Engineering from an accredited college or university required.

  • Certification Required:

  • Civil Engineer 1: An Engineer in Training (EIT) certification registered in the State of Wisconsin or the ability to obtain within 6 months of hire.

  • Civil Engineer 2: Registration as a professional engineer in the State of Wisconsin, or the ability to obtain within 6 months of hire.

  • Possession and maintenance of a valid driver's license and auto insurance in accordance with state of Wisconsin law required. Personal vehicle for use on the job may be required.
