Transportation Engineer III Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Transportation Engineer IV Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor. Transportation Engineer V Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Transportation Engineer III Monitors contractors' compliance with plans and specifications. Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action for routine projects. Assesses and reports actual project progress versus planned progress to determine trends and variances for routine projects. Assists in overseeing construction project traffic control plans; reviews traffic control devices with Area Engineers. Acts as consultant to staff engineers to coordinate construction operations. Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives. Trains Engineering staff Conducts pre-construction meetings and public hearings. Resolves differences between contractors and inspectors. Responsible for the review of construction related to operations. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Assists Area Engineers with construction contract administration matters. Performs other job responsibilities as assigned. Oversees construction and audit records. Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Trains Engineering staff Conducts pre-construction meetings and public hearings. Resolves differences between contractors and inspectors. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects. Responsible for the review of construction related to operations. Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action for routine projects. Performs other job responsibilities as assigned. Transportation Engineer V Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects. Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects. Reviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements. Acts as consultant to staff engineers to coordinate construction operations. Assists Area Engineers with construction contract administration matters. Responsible for the review of construction related to operations. Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Coordinates maintenance matters with Area Engineers. Assists districts with bridge inspection-related matters. Monitors contractors' compliance with plans and specifications. Conducts pre-construction meetings and public hearings. Conducts final inspections on completed construction projects. Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives. Leads/Trains professional and administrative staff Resolves differences between contractors and inspectors. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Performs other job responsibilities as assigned.
