Purpose

The Civil Engineer II assists in the coordination andcompletion of various types of permits for private use and occupancy of thepublic right-of-way.

Essential Functions

Permit Coordination and Review

  • Review permits for work in and occupancy of the public right-of-way for utilities, developers, and the general public.
  • Review permits for outdoor dining facilities and coordinate with the Licensing Division for outdoor dining licenses.
  • Collaborate with the Americans with Disabilities Act (ADA) Coordinator to ensure permit compliance with accessibility rules and guidelines.
  • Assist other Department of Public Works (DPW) sections to coordinate and compile commentary for right-of-way permit reviews.
  • Assist senior engineers with plan reviews for small cell installations, Board of Zoning Appeals reviews, and special privilege applications.

Field Work and Administrative

  • Respond to telephone and e-mail inquiries.
  • Field verification of right-of-way permit, outdoor dining, and special privilege applications.
  • Assist senior engineers with responding to orders from the Office of the Commissioner of Railroads and coordinate field work.

Minimum Requirements
  1. Bachelors Degree in Civil Engineering from a school of engineering whose program is accredited by the Accreditation Board for Engineering and Technology (ABET) or verified equivalency.
  2. One year of full-time professional civil engineering experience performing functions related to the essential functions.
  3. Valid drivers license at time of appointment and throughout employment.

Desirable Qualifications
  • Experience in construction, inspection, or surveying.
Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of the practical application of engineering science and technology.
  • Ability to prepare and comprehend road and utility plans and specifications.
  • Knowledge of job-related mathematics such as arithmetic, algebra, geometry, calculus, statistics, and the ability to make accurate calculations.
  • Skill in the use of computer software, such as Microsoft Office, Accela, Fox-It, and Microstation.
  • Ability to read and interpret documents such as safety rules and technical materials.

Communication and Interpersonal

  • Verbal communication skills to positively represent the department in multiple formats.
  • Written communication skills, including the ability to prepare reports that are free of grammatical and punctuation errors.
  • Skill in providing customer service to internal and external customers and elected officials.
  • Ability to build and maintain positive working relationships with a multi-cultural and multi-disciplinary staff, the public, various City of Milwaukee officials, and other agencies.
  • Ability to work courteously, cooperatively, and effectively with people whose backgrounds may differ from ones own.

Judgment and Responsibility

  • Listening and problem-solving skills to gather information and make informed decisions.
  • Ability to analyze and evaluate information to solve problems.
  • Attention to detail to ensure accurate documentation.
  • Professionalism, honesty, integrity, and the ability to maintain confidentiality in all aspects of this role.

Current Salary

The current starting salary range (PR 2KN) is $79,209-$98,704 annually, and the resident incentive salary range for City of Milwaukeeresidents is $81,586 - $101,665 . Appointment above the minimum is possiblebased upon level of experience and other qualifications and is subject toapproval .

  • An employee possessing a Professional Engineer License is to be paid an additional 3%.
