Position Summary Information
General Summary
The Associate Project Manager is responsible for managing smaller project teams in the preparation of water and sewer reconstruction designs and managing the development of contract documents for bid, managing sewer pipeline rehabilitation projects related to the requirements of the consent decree and reviews engineering contract documents for replacement of water and/or sewer mains and appurtenances. Works under general direction of a project manager and the section manager in the execution of a broad range of project management assignments
Essential Functions
Assists the project manager in leading a team managing planning and design of projects such as development of plans for water/sewer replacement/rehabilitation projects but is responsible for managing smaller project teams
Prepares detailed plans and specifications for water/sewer replacement/rehabilitation projects
Assists project managers on larger projects
Manages consultants during the design of pipeline replacement/rehabilitation projects
Facilitates, coordinates and participates in cost analysis, and review of proposals
Conducts pre-design meetings and field reviews with consultants and others as needed
Prepares bid-read specifications/packages
Serves as the Commission's project representative
Consults and works with team members from other internal organizations in the administration of consultant, architect/engineer (A/E) and construction contracts and their associated procurement mechanisms
Performs technical reviews and studies relative to water and sewer pipeline projects
Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
Reviews and approves monthly and final payments for A/E's, contractors and vendors
Reviews, negotiates and finalizes contracts and change orders
Prepares and/or monitors project schedules
Drives a vehicle to conduct WSSC Water business
Other Functions
Gathers data and prepares diagnostic and prescriptive reports on team, division or institutional issues
Participates on project teams of others, including management review, re-engineering and policy groups
Assists the project manager in developing and implementing project management strategic plans and resultant monitoring mechanisms
Schedules and represents the Commission in public outreach meetings with external stakeholders
Acquires necessary permits for WSSC Water built projects
Performs other related duties as required
Work Environment And Physical Demands
Ability to climb ladders, and work in confined spaces and elevated locations
Ability to lift minimum of 50 pounds, and to utilize appropriate safety equipment and procedures effectively; ability to hear audible alarms and abnormal equipment noises
Ability to visually inspect equipment and processes any time of day or night
Good physical condition, particularly absence of respiratory and back problems
Required Knowledge, Skills, And Abilities
Knowledge of the principles and practices of civil engineering, project management, and contract administration
Ability to organize and lead small cross functional project teams
Knowledge of water and sewer design standards and specifications
Ability to maintain project team focus and effective structure including the development of a project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
Must possess the knowledge and skills required to effectively interact with stakeholders such as residents, elected officials, county agencies, and internal staff
Good verbal and written communications skills
Minimum Education, Experience Requirements
Bachelor's degree
OR
High School diploma (or equivalent)
4+ years' experience in project management
Additional Requirements
Demonstrate proficiency with MS Office Suite and, knowledge of scheduling software
Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Possession of an Engineer-in-Training (EIT) designation from NCEES
Experience in performing water and sewer pipeline design using AutoCAD
Salary $96,952 - $165,081
