The Water Plant Operator is located at the Pittsburg Water Treatment Plant and performs the full array of duties relative to drinking water plant operations including monitoring daily operations and computerized control systems; adjustment of plant operating conditions through interpretation of reading and test results; adjustment of water levels, influent flows, and water storage systems; and other related work. The Water Treatment Plant ensures that the water distributed by the City is of the highest quality possible and meets or exceeds all State and Federal health standards. Examples of Duties Duties may include, but are not limited to the following: Conducts daily inspections and monitors operations of drinking water plant facilities and equipment and performs adjustments as needed; compiles readings in logs, produces daily and monthly reports. Observes variations in operating conditions; interprets meter, gauge, and graph readings as well as water quality test results; adjusts pumps and valves for plant flow conditions; adjusts and maintains chemical feeders; changes chemical cylinders and storage drums; maintains and cleans water filters and control valves. Calculates and maintains correct water flow rate; calculates and adjust chemicals via SCADA; monitors and records all water storage tanks. Performs collection of water samples and related laboratory tests; interprets and logs results; ensures accuracy of the chemical dosage rates per federal and state regulations; inventories and records chemical supplies; inspects and performs backwash to multi-media filters as assigned. Assists in the maintenance and replacement of facility equipment including cleaning, lubricating and oiling pumps, motors and feeders; performs custodial duties and grounds maintenance for plant facilities; maintains inventories of plant supplies and materials. Establishes positive working relationships with representatives state/local agencies, City management and staff, and the public. Qualifications Knowledge of: Operation and maintenance of water treatment facilities and equipment; water treatment and purification procedures and methods; properties of related chemical compounds and water treatment testing and laboratory procedures; chlorination principles and disinfectant requirements as required as required by federal, state and local policies, codes and laws; methods, materials and tools used in the operations of water facility equipment, water sampling procedures, principles of hydraulics and plumbing; hydraulic testing of electrical pumps and motors; basic telemetry control functions; water treatment plant safety regulations and procedures, water system emergency operations relating to water plant and their facilities; measurement techniques and projection to ensure ample water supply; record keeping methods. Ability to: Apply methods, materials, tools and equipment in the operation of water facility equipment, water laboratory testing and water sampling procedures, perform hydraulic testing of electrical pumps and motors; perform basic mathematics; operate computerized control systems; enact water system emergency operations relating to water facilities; perform measurement techniques and projection to ensure ample water supply; perform accurate record keeping; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships. Skill to: Safely apply large doses of chemicals, operate equipment and small hand tools, perform tests with residual test kits, monitor and operate computer equipment and related monitoring programs and software as appropriate. License/Certificate : Possession of, or the ability to obtain, a valid class C California driver's license. Possession of a Water Treatment Operator T3 certification from the California State Department of Public Health. Education and/or Experience : Any combination of education, experience, and training that would provide the best qualified candidates.
