Job Description:

The JMN Site Project Manager is responsible for ensuring the effective distribution and deployment of all NCRC

Service Delivery Points (SDPs). This multifaceted role encompasses logistics coordination, compliance with DIA Supply Chain Risk

Management (SCRM) requirements, collaboration with the DREN High Performance Computing Modernization Office (HPCMO),

configuration of network installations, and joint coordination across DoD geographical sites for the distribution of NCRC assets.

The Integrator works closely with multiple stakeholders, including TSMO Logistics shipping teams, NCRC Security, NCRC COMSEC,

DREN HPCMO Network Operations, customers and user program event managers, NCRC event directors and designers, and

Huntsville NOSC Operations. The Integrator plays a critical role in ensuring cyber event requirements are met securely and on

schedule. This position leads all NCRC operational logistics for SDPs and is fully responsible for the procurement, tracking, storage,

upgrading, and redistribution of SDPs across all geographic locations. TS/SCI security clearance required.

Support the National Cyber Range Complex (NCRC) by managing the planning, installation and continued operations of NCRC

capabilities required to meet current and future operational needs. This includes logistical coordination; project and programmatic

functions associated with the NCRC program.

Coordinate new customer engagements and the intake of potential new JMN users (e.g., briefings, Q&As, etc.) and walk them

through capabilities, timelines, and processes.

Coordinate with the Network Operations Support Center (NOSC) and Government stakeholders to arrange delivery of Service

Deliver Points (SDP). Prepare new customer sites for installation of an SDP by working with site representatives to generate

documentation required by the Defense Research Engineering Network (DREN) / High Powered Computer Modernization Program

Office (HPCMO).

Manage installations. Work with personnel from the Joint IO Range (JIOR) to de-conflict installs (i.e., avoid having both a JIOR and

JMN SDP in the same lab unless there is a valid reason). Liaison with local COMSEC managers to ensure the correct encryption

devices and key material are authorized, procured, and received.

Execute the NCRC SDP inventory management and life cycle management programs. Develop and maintain documentation for

each program. Oversee the JMN SDP inventory.

Manage operational costs, out year forecasting and planning as it pertains to the NCRC program support. Provide a monthly,

quarterly and annual utilization report.

Oversee and manage all logistics functions related to NOSC equipment and IT/network infrastructure.

Lead lifecycle management for government and contractor-acquired property in accordance with AR 710-2 and AR 735-5.

Supervise junior logistics staff and serve as the primary point of contact for supply chain operations.

Coordinate procurement activities, shipping, receiving, warehousing, and turn-in/disposal processes.

Maintain property accountability records using Army-authorized systems (e.g., GCSS-Army, DPAS, Remedy, ServiceNow).

Develop and implement inventory tracking and reporting protocols.

Advise Program Managers and Contracting Officers on logistics compliance and sustainment planning.

Ensure contract compliance with FAR/DFARS property clauses and Army policies.

Support readiness and deployment planning, including configuration management.

Lead inventory audits, investigations, and report to government stakeholders.

Required Qualifications

U.S. citizenship and active Top Secret clearance.

Bachelors degree in Logistics, Supply Chain, or related field; or equivalent military training and experience.

10+ years of logistics experience in a DoD or Army environment, with at least 2 years in a leadership role.

Expert knowledge of Army logistics policies, procedures, and systems (e.g., GCSS-Army, DPAS).

Demonstrated experience leading inventories, audits, and asset management initiatives.

Strong communication skills and ability to brief senior leadership and government stakeholders.

Proficiency in Microsoft Office Suite, DELTEK ERP, and logistics information systems.

Prior experience in NOSC, NOC, or cybersecurity logistics support roles.

Knowledge of ITIL framework, especially Service Asset and Configuration Management (SACM).

Certifications such as Certified Supply Chain Professional.

Experience supporting government contract logistics under FAR/DFARS guidelines.

Must be located near Redstone Arsenal, AL or be willing to relocate.

US Citizen/US Resident required with active TS security clearance.

Work Environment

This position is primarily based on-site in a secure Army facility. Occasional travel may be required. Duties may involve lifting and

moving IT/network hardware up to 50 lbs. Some after-hours or on-call support may be required during critical operations or network

events.
