Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

Job Summary:

Directs craft activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions. #LI-JL1

Major Responsibilities:

  • Leadership/Supervision
    • Manages the organization and direction of construction and related activities of a single construction project, including actions of Bechtel, subcontractors, suppliers, clients, and their representatives.
    • Acts as primary client contact for all project field activities.
    • Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.
    • Maintains client relationship and is the primary contact for clients communication with the field activities and effective relation with other functional departments.
    • Coordinates all project contractual activities. and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations
  • Planning
    • Oversees jobsite expenditures for labor equipment, material and services and ensures field operations are within the budget.
    • Follows design development and, where possible, suggests economical construction details to be incorporated into design drawings and specifications.
    • Uses individual knowledge and familiarity with the assigned job as well as past experience, with assistance from the construction support groups, to identify potential problem areas or trends.
    • Review and facilitates the logistics plans.
    • Develops supply chain packaging and management plan for the project in collaboration with Engineering, design sub-consultant and Procurement functions Develops field organization and construction equipment plans, with the assistance of the construction support groups.
    • Interfaces with other coordinators and Construction Engineering groups to develop the most economical construction methods and techniques.
    • Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.
    • Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security department.
    • Participates in the preparation and review of construction cost estimates, budgets, forecasts and schedules.
    • Maintains awareness of any major quantity changes due to design evolution or scope change.
  • Safety & Quality
    • Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
    • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.
    • Participates in meetings with project team members, other Bechtel entities, and client personnel as required.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Advanced knowledge in Industry Construction methods and procedures.
  • Advanced knowledge of environmental, safety, and health is essential.
  • Demonstrated safety record.
  • Extensive experience in managing multi-disciplinary teams (including subconsultant), consisting of geotechnical, civil, structural, seismic, process, mechanical, electrical, environmental, risk engineers in support of project execution with a team size of all key disciplines ranging from 10-20 up to 100 personnel.
  • Site construction management experience
  • Has demonstrated experience and thorough knowledge in construction of large-scale highly regulated industrial projects.
  • Has demonstrated experience of construction planning, constructability reviews, supporting project proposal activities.
  • Thorough knowledge of international standards and specification and codes as applicable, including various Safety procedures and practices associated.
  • Knowledge and experience in the implementation of ES&H and quality management systems.
  • Good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle.
  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractors staff and field engineers.
  • Experienced in Conceptual, pre-FEED, Option Studies, Master Planning and Construction Execution on Delivery Partner projects.
  • Extensive experience in managing multi-disciplinary teams (including subconsultant), consisting of geotechnical, civil, structural, seismic, process, mechanical, electrical, environmental, risk engineers in support of project execution with a team size of all key disciplines ranging from 10-20 up to 100 personnel.
  • Prior experience in planning and executing brownfield projects in a live environment.
  • Experience in marine projects is a plus.
  • Experienced in Conceptual, pre-FEED, Option Studies, FEED, Detailed Design, Delivery, and commissioning.
