This position is located in the Division 7 Project Development Unit in Guilford County.
The Project Development Unit is responsible for all aspects of project development, coordination, design, review, and contract letting. This includes managing all preconstruction design activities for the Division 7 Managed Transportation Improvement Program, Spot Safety Program, Small Construction, Economic Development, High Hazard Elimination, and Local Administered Projects (LAP), in coordination with other units within the Highway Design Branch. This position will assist Project Managers in executing the day-to-day activities of an assigned portfolio of projects of varying complexity during the pre-construction phase, ensuring that project schedules, budgets, and defined objectives are met. The Position will support financial management efforts by facilitating project cost projections, monitoring project budgets to prevent overdrafts, processing funding requests, and tracking expenditures against projections. Additionally, this role involves supporting Project Engineers in managing consultant-related tasks, including scope development, man-hour estimation, contract negotiation, progress report validation, invoice approval, and consultant performance evaluation. The position will also assist in assembling, originating, and executing contract documents necessary to advance projects to bid. This position will also support the Division Contracts Engineer in assembling, originating and executing the contract documents necessary for a project to be let to bid. Under the guidance and supervision from Project Managers, Contracts Engineer, and Team Lead, this position will also execute day-to-day tasks on lower-complexity projects. Key responsibilities include project oversight, financial support, scheduling coordination, program support, and effective communication with internal and external stakeholders to ensure project success.
Management prefers applicants with the following:
- Demonstrated ability to understand and interpret engineering concepts, practices, and theories related to transportation
- Demonstrated ability in maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines
- Demonstrated ability to perform engineering analysis and prepare technical reports
- Demonstrated ability to learn and utilize various applications associated with gathering of data and production of documents & technical reports
- Strong skill in organizing resources, planning, scheduling, and coordinating work in order to maintain schedules
Additional Expectations:
Ability to understand and apply the basic engineering concepts, practices, and theories involved in the design/development/review/permitting, construction, maintenance, operations, or repair of, projects/sites and their potential environmental and safety impacts. The selected applicant will be expected to legally operate a motor vehicle.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
