The City of St. Petersburg Engineering & Capital Improvements Department is one of 171 American Public Works Association (APWA) certified agencies in the nation and we continue to grow, delivering award winning projects such as the internationally recognized new St. Pete Pier, as well as awards for infrastructure upgrades and sustainability. The Engineering & Capital Improvements Department will be embarking on major infrastructure projects and extensive system capacity upgrades, implementing both the integrated water and wastewater master plan which includes water, wastewater, reclaimed water, and stormwater master plans. Also included in this infrastructure upgrades are roads, bridges, and seawalls, as well as vertical assets such as new Recreation Centers, Police and Fire facilities, and modifications to existing facilities, all focused on resiliency and sustainability.
With such a major replacement and upgrade program, the City of St. Petersburg Engineering & Capital Improvements Department is looking to expand its team to include additional Engineers, Project Managers, Architects, and other essential staff to be part of delivering and advancing its community into a new era.
This is important technical field work involving the inspection of environmental issues on City, private development, and private residential projects to ensure compliance with contractual design, specifications, engineering requirements, City ordinances and other contractual regulations and permit requirements related to the National Pollutant Discharge Elimination System Program (NPEDS). Work involves inspections of commercial, industrial, municipal, and residential sites to ensure compliance with stormwater permits and pollution prevention requirements; investigations of reported illicit discharges, water quality violations, and emergency spills including correct actions for proper resolution; reviewing plans and permits including stormwater pollution prevention plans and erosion control plans; maintaining inspection records and assisting with required compliance reporting including the annual MS4 report; providing education and outreach to the public, businesses, and other City staff regarding NPDES program goals; and interacting professionally with contractors, officials of the County, State and Federal governments, other City departments and the public. Projects inspected are generally of a more complex and costly nature, requiring a high level of technical knowledge, expertise, decision-making, personal initiative, judgment, and discretion.
Salary: $26.69 - $38.24 Hourly

To Qualify
Minimum Qualifications. Applicants Must:
- Possess a valid high school diploma or GED equivalency.
- Possess and maintain a valid Driver License.
- Have at least two (2) years of professional field and office experience in stormwater inspection, construction inspection, NPDES compliance, or a related field with an equivalent combination of education, training, and/or experience.
- Be a Qualified Stormwater Management Inspector or be able and willing to complete the Florida Department of Environmental Protection (FDEP) stormwater erosion and sedimentation control inspector training program to become a Qualified Stormwater Management Inspector within six (6) months of appointment to the position.
- Be able to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Have intermediate computer skills including familiarity with the Microsoft Office Suite, ArcGIS, database management, Tyler Technologies and/or other asset management tracking software.
- Be able to swim, float and tread water, for safety reasons related to the area of assignment.
- Be able to communicate clearly and concisely, both orally and in writing.
Desirable Qualifications. Preferred applicants:
- Possess a valid Bachelor's Degree with major course work in environmental, physical, natural or biological science, engineering, construction, or related field.
- Have knowledge of NPDES regulations, stormwater BMPs, erosion and sediment control, and construction methods.
- Are able to read and interpret SWPPPs, WQMPs, permits, construction plans, and applicable environmental regulations.
- Have experience conducting inspections, identifying violations, and communicating corrective actions clearly and tactfully.
- Have knowledge of local, state, and federal environmental and stormwater laws, including rules and regulations as related to surface water and/or water quality.
- Are able to prepare detailed field reports and maintain daily records.
- Are able to review, amend, and draft programmatic documentation including but not limited to standard operating procedures, public outreach materials, guidance documents, and training materials.
