Summary

Why it's a great opportunity:In this role, you will support the Construction Contracts Supervisor by ensuring Pierce County capital construction contracts and federal consultant contracts comply with WSDOT Standard Specifications, WSDOT Local Agency Guidelines, and applicable state and federal regulations. Your responsibilities will include advising civil engineers on contract review and consultant management, overseeing payroll compliance for federally funded projects, assisting with Title VI reporting, creating specification packages, reviewing project specifications before advertisement, reviewing pay estimates, and providing guidance to contractors and consultants on capital construction contracts and federal engineering consulting requirements. You will work primarily in Workday, Bluebeam, and Excel. Your contributions will help ensure fair, transparent, and equitable contracting practices for transportation and capital projects throughout Pierce County.

Core daily responsibilities:

  • Writes technical reports, or letters to support an engineering task or job function, records information for future use in an engineering function or job.
  • Provides technical information and explains policies and procedures to the public, other staff or groups in person, on the telephone or in writing.
  • Reviews bid documents, plans, specifications or engineering reports for conformance to pre-established Pierce County standards and WSDOT Standard Specifications.
  • Conducts on-site inspections or performs the inspection of projects for contract compliance; develops and maintains project files and other records.
  • Prepares and checks the preparation of monthly cost and progress estimates with established processes and procedures.
  • Develops RFQ and RFP's for Federal Funded projects in accordance with State laws and the WSDOT Local Agency Guidelines Manuals.

Minimum Qualifications

  • Additional experience may substitute equally for the recruiting requirements.
  • Two or more years of progressively responsible related experience.
  • Two years of college or post-high school technical training.
