Description

Overall Responsibility: involved in projects with our Planning and Design Team and be a part of a growing organization that meets our client's objectives and solves their challenges.

Essential Functions:

Environmental Project Manager:

Manage environmental projects involving site characterization, remedial design, and environmental compliance, including USTs/ASTs, fuel repairs, Phase I environmental site assessments, compliance audits, and hydrogeology and remediation field investigations.

Responsible for ensuring that environmental deliverables, schedules and budgets are achieved.

Perform field work for site characterization and site remediation projects including oversight of subcontractors and sampling of soil, soil vapor, sediment, surface water and groundwater in accordance with state and Federal regulations and generally accepted protocols.

Design and conduct subsurface investigations which include drilling, geologic/geotechnical logging and environmental media sampling.

Perform engineering calculations, cost estimates, data validation, and report preparation.

Prepare reports, including documentation field investigative procedures, data management and interpretation, development of graphical and tabular presentation of data, and Phase 1 environmental site assessments.

Perform professional environmental engineering work and assist with conducting investigations and inspections of air emission sources, hazardous or solid waste facilities, water supply facilities, industrial and agricultural facilities, pollution sources and proposed and existing site conditions, water resources, and underground storage tanks to determine conformance with applicable rules, standards, and construction or operating permits.

Verify the characteristics of a site, providing technical assistance on various environmental issues.

Assist Program and other Project Managers with scope and fee development.

Work with cross-functional teams in executing project work.

Assist in the preparation and implementation of site Health and Safety Plans (HASPs).

Data analysis and reporting for specific environmental project tasks with minimal supervision including, recommend remedial solutions to technical problems in accordance with accepted scientific/engineering practices and principles.

Provide technical review for projects to comply with environmental laws, company standards, contract requirements and related specifications.

Construction Project Manager:

Responsible for overseeing and coordinating a design-build portfolio of projects from inception to completion, ensuring they are completed on time, within budget, and to quality standards. This role requires strategic planning, resource allocation, budgeting, compliance management, and strong leadership. The Construction Project Manager will work closely with engineers, architects, general contractors, and stakeholders to facilitate smooth project execution. Additionally, this role will focus on client expectations, risk management, and organizational efficiency.

Key Responsibilities

Design team interface:

Help engineers interpret United States Postal Service (USPS) goals and help define initial project / program scope

Help design team with Rough Order of Magnitude (ROMs)

Ensure Outside utility locations and constraints.

Perform constructability review of final design and provide insight

Prebid, Procurement, solicitation and Selection:

Help Procurement with Contractor recruitment

Hold and document Prebid meeting andarticulate the client's priorities

Review and evaluate bid proposals and help with selection of successful candidate

Pre-Construction and Construction:

Hold a Preconstruction meeting emphasizing the stakeholder roles and expectations where the clients' priorities are emphasized.

Receive and document the requisite approvals, submissions and deviations and assu e they are judicially and promptly processed and approved

Develop, implement and ensure compliance with Operational Plan for construction with client impact at forefront

Foresee any potential issues, disputes or discrepancies and be proactive to remove and document the obstacles to minimize impact.

Approve Pay applications and track invoices and payments

Monitor and track work orders, quality control, and schedules

Ensure complete and correct documentation throughout each project

Monitor and if necessary, facilitate Outside utility and Local Entity interface

Conduct regular site inspections to monitor progress and ensure that all work is being carried out according to plan with proper quality and with acceptable means and methods.

Monitor and review construction reports and safety

Plan, coordinate, and oversee a design construction portfolio of projects to align with business goals and specifications.

Project Change Orders and Modifications:

Manage Change Orders and Mods to include design, scope, budgeting, ROM, Estimating, pricing, proposal, Mod submission, Mod tracking and CO Contracting

Track Mods and CO invoicing and payments and inclusion of design and approvals

Conduct regular site inspections to ensure progress aligns with plans.

Run meetings with each stakeholder group, resolving disputes and proactively addressing potential issues.

Develop and implement mechanisms to monitor and review construction reports.

Stakeholder and Client Management:

Liaise with clients, contractors, local entities and other stakeholders to ensure clear communication and exchange of information.

Serve as a bridge between general contractors, engineers, and clients, facilitating effective collaboration.

Manage client expectations and ensure continuous communication on project status.

Ensure operational performance, vision, strategy, and team leadership align with corporate and client objectives.

Organizational and Administrative Responsibilities:

Implement Time Value of money concepts to operations

Manage and document Client expectations

Develop and implement organizational documentation and communication control systems.

Define key responsibilities, document action items, and establish meeting procedures.

Assist with payments, invoices, and risk management, ensuring proper bonds and contracts are in place.

Maintain a performance management system to track and optimize contractor and stakeholder interactions.

Ensure closeout processes are completed effectively and efficiently.

Ability to directly manage Estimators, CM's, Site Inspectors, and Administrative staff.

Qualifications

REQUIRED QUALIFICATIONS:

B.S. or M.S. degree in Construction Management, Civil Engineering, Architecture, Geology, Hydrogeology, Environmental Science or other related fields.

PG or PE are highly desirable.

Professional certifications such as PMP (Project Management Professional) or CCM (Certified Construction Manager) are highly desirable.

Minimum 5 - 7+ years of experience with increasing responsibility

Demonstrated scientific or engineering expertise with Federal, State and Local environmental regulations.

Demonstrated knowledge of and experience with field investigations associated with environmental site assessments, site remediation, field management, sampling etc.

Project Management experience including deliverables, schedules and budgets.

Proficiency in project management flow and documentation.

Strong leadership, communication, and organizational skills.
