Position responsible for assisting administrative, contract management and oversight of the purchasing functions within the department of Project Management and assisting with oversight of Authority-wide MWDBE participation goals and objectives with various departments. This includes construction project management and administration, working with engineers, architects, contractors, and various vendors; contract-procurement, bidding, and award. Additionally, writing specifications for annual service contracts, maintenance, construction projects and Requests for Proposals and Qualifications (RFP-RFQ). Acts as liaison for Authority-wide Minority, Women and Disadvantage Business Enterprise (MWDBE) participation program and in correlation with the City of Pittsburgh's Equal Opportunity Review Commission (EORC). This position may require technical supervision of others.

**MAJOR RESPONSIBILITIES AND DUTIES:**

- Assist with oversight of the bid and award process for various contracts, professional services and RFP's.

- Recommend purchasing procedures in the areas of materials, supplies, equipment and services to be included in various types of projects.

- Attend and participate in staff and Parking Authority board meetings.

- Provide analysis of contract costs and develop budgets for various projects.

- Assist in the preparation of bid specifications for various types of contracts.

- Writes recommendations and presents MWDBE proposals from various bids for approval by the City of Pittsburgh Equal Opportunity Review Commission (EORC).

- Manage and facilitate commercial retail contracts for lease compliance.

- Assist in evaluating parking structures and surface lot pavements for maintenance purposes.

- Assist in the preparation of the annual operations and capital budgets - goals, objectives & accomplishments, and capital improvement programs for existing facilities.

- Assist with contract administration and correspondence related to construction projects.

- Assist in reviewing construction plans and specifications prepared by architects, engineers, or consultants.

- Inspects job sites for compliance and progress.

- Management responsibilities for the vehicle fleet maintenance and repairs, this includes: scheduling, documentation and administrative paperwork for all departments including invoicing to the correct expense, inspections, recall notices, and revolving service scheduling

- Assist with overall departmental supervision, approving payroll, time and attendance monitoring.

- Implement and maintain life safety systems analysis of the Authority's parking infrastructure.

- Liaison with the City Buying Plan, for advertisement of RFP's, Construction Projects, and Solicitations.

- Responsible for sending all postings to the Buying Plan for RFP's, Construction Projects, and Solicitation.

- Performs activities, functions and other related tasks and duties as assigned or required.

**REQUIRED KNOWLEDGE, SKILLS, ABILITIES:**

- Proficient knowledge of contract administration and procurement practices.

- Considerable knowledge of engineering and construction principles and practices.

- Knowledge of general and capital fund accounting principles and procedures in Excel format.

- Considerable knowledge of the development, writing and monitoring of architectural, engineering, construction, and maintenance specifications.

- Considerable knowledge of contract specification writing.

- Knowledge of construction inspection testing methods.

- Knowledge of OSHA, ADA, SDS, PPA safety regulations, policies, ordinances, etc., including the International Building Code, Uniform Construction Code of Penna, and Municipal Code of Pittsburgh.

- Ability to read and understand general multi-disciplinary construction drawings, details, and technical specifications.

- Extensive knowledge and ability in the use of a personal computer and sof ware applications (e.g. Microsoft Professional Office 365, Microsoft Project, Excel spreadsheet configurations, etc.).

- Ability to maintain confidentiality.

- Ability to communicate effectively both in writing and verbally.

- Ability to exercise initiative and sound judgment and to react with discretion under varying conditions.

- Ability to establish and maintain effective and appropriate relationships with the public, City of Pittsburgh departments, Authorities, the County, State, other agencies, and employees.

**EDUCATION AND WORK EXPERIENCE REQUIREMENTS:**

A bachelor's degree in business, engineering or a related field with course work in management, with a minimum of three (3) years' experience in project management and procurement.

Training and/or work experience may be substituted in place of education.

Experience in Government project management/procurement is desired.

Project management/procurement certification is desired

**BACKGROUND CHECK:**

The applicant must successfully complete a background and motor vehicle report check.

**SPECIAL CERTIFICATES and LICENSES:**

Must possess and maintain a current and valid Pennsylvania Class C Motor Vehicle Operator's Drivers License throughout employment.

**OTHER:**

Must be an Allegheny County of Pennsylvania resident at time of hiring and remain so during the duration of employment with the Pittsburgh Parking Authority. Must show proof of Allegheny County of Pennsylvania residency.
