ABOUT THIS POSITION

The Street Transportation Department, Traffic Services Division, is responsible for ensuring the safe movement of vehicles, cyclists, and pedestrians. The Traffic Services Division has a vacancy for a Traffic Signal Design Manager (Traffic Engineering Supervisor). The Traffic Signal Design Manager will provide leadership, technical analysis, design guidance, and quality assurance for a variety of both City and non-City projects. This position requires making decisions and providing key recommendations on all projects by utilizing technical expertise and communication skills to influence both tactical and strategic outcomes across a wide range of operational components.

The Traffic Signal Design Manager represents the City in meetings with city, county, state, and federal agencies, as well as other public entities, community and residential groups, stakeholder organizations, and professional associations. The incumbent must demonstrate a high level of competence and expertise, critical thinking abilities, and strong interpersonal skills to effectively engage with a diverse array of stakeholders. This position will oversee the daily administrative and technical functions of the Traffic Services Division's Traffic Design teams and programs. The Traffic Signal Design Manager must possess advanced technical skills in the electrical planning, design, and construction of traffic signals, streetlights, and light rail systems.

This position will direct and manage work in the following areas:

  • Traffic signal design, project management (including funding and scheduling), and construction.
  • Streetlight design, project management (including funding and scheduling), and construction.
  • New traffic signal requests and rebuilds - Signing and pavement marking design.
  • Development of departmental and divisional standards, guidelines, specifications, and standard operating procedures to align with the City of Phoenix's Road Safety Action Plan and achieve safety goals.

IDEAL CANDIDATE

  • Knowledge of multi-modal transportation planning, policy and engineering.
  • Advanced technical skills in electrical planning, design, and construction of traffic signals, streetlights, and light rail systems.
  • Excellent interpersonal skills with the ability to build rapport and work collaboratively with diverse groups, including the public, outside agencies, and internal departments.
  • Proficient in the principles and methods of effective employee supervision, encompassing planning, assigning tasks, providing feedback and evaluation, addressing performance issues, and training employees on established procedures.
  • Knowledge and understanding of best practices in transportation design, including those found in the Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO) guides, and other relevant publications.
  • Strong written and verbal communication skills which include the ability to prepare and deliver effective reports and presentations.
  • Ability to effectively lead and manage multi-disciplinary teams, ensuring cohesive collaboration and successful project completion.

SALARY

Pay Range: $106,668 to $151,694 annually.

Hiring Range: $106,668 to $137,592 annually.

MINIMUM QUALIFICATIONS

  • Five years of professional traffic engineering experience in a technical capacity.
  • One year of supervisory experience at a chief traffic engineering level (equivalent to a Traffic Engineer III).
  • Bachelor's degree in engineering, including courses in traffic engineering or transportation engineering, or a directly related field; Master's degree preferred.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Must be registered in the State of Arizona as a Professional Engineer within 12 months of hire; current certification as a Professional Traffic Operations Engineer preferred.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Master's degree in transportation engineering, traffic engineering, or a directly related field; preferred.
  • Certification as a Professional Traffic Operations Engineer (PTOE).

Experience with/in:

  • Developing and managing budgets.
  • Supervising a multi-disciplinary team.
  • Preparing reports and presentations.
  • Evaluating and analyzing technical information.
  • Principles and practices of budget development, administration, and accountability.
  • Applying MUTCD, NACTO, and other industry standard traffic engineering practices.
  • Maintaining a professional demeanor and soft skills to work cooperatively with internal and external customers.
  • Coordinating and delivering technical presentations to agencies, the City Council, boards, commissions, and the general public.
