Preconstruction Project Executive Job Description:

The Preconstruction Executive reports directly to the Vice President of Preconstruction and is responsible for leading the development and execution of the departments preconstruction strategy. The Preconstruction Executive is a key leadership role that will oversee the execution of the preconstruction process from beginning to end. This will include feasibility studies, budgets from conceptual design to bidding, comparative studies, value engineering and presentation of the same to both internal and external clients. The ideal candidate will act as the liaison to HITTs clients, both external owners and internal operations teams, and to the Preconstruction team. The Preconstruction Executive is a group leader within the department, which would have Senior and Preconstruction Managers to this role. A Preconstruction Executive may be assigned the role of Bid Captain at the discretion of the Vice President of Preconstruction, and in this role will be responsible for all aspects of preparing and presenting a full pricing deliverable to HITTs clients. As a Bid Captain, this role requires leading and providing direction to internal preconstruction team members, implementing a bid strategy, posting of final bids in HPM, and final deliverable accuracy and detail.

Responsibilities

Lead team in all aspects of bid and budget deliverables

Ability to lead mega projects as Bid Captain with the support from department staff

Provide critical insights and seek feedback to improve any and all aspects of services during preconstruction

Provide complete preconstruction services to our Clients, Design teams and Operations teams with minimal oversight

Prepare and analyze bid or budget proposals to include; current market conditions, historical data, material escalation, internal estimates and subcontractor input for complete and accurate proposals to our clients

Present technical and financial information to stakeholders, including changes from previously presented pricing information

Provide oversight within the department, to reinforce the Preconstruction Standard Operating Procedures to all team members

Direct manager for Senior and Preconstruction Managers

Direct oversight of Senior and Preconstruction Manager, leading as Bid Captain for specific work type

Collaborate and communicate with stakeholders (developers, architects, subcontractors and HITT Operations) throughout process including attendance at design meetings as a HITT representative during preconstruction phase services

Provide various pricing services for our core market sectors from conceptual estimates to complete construction bid documents

Ability to create internal estimate for entire project, inclusive of individual trade packages with assistance from trade managers from Conceptual, Schematic, and Design Development phases. Which include understanding of logistics, constructability, schedule, and multi phasing

Strong knowledge and experience with major trades, components, scheduling and coordination of construction projects

Make and influence decisions under tight deadlines

Identify and communicate cost saving solutions both internally and externally

Review work product to ensure process and quality are consistently being achieved

Assist with on-going training of all staff members

Lead as Bid Captain in all aspects of assigned bid and budget deliverables from start, Precon Kick-off to finish, Precon deliverable, within HITT Pricing Model

Prepare and analyze bid or budget proposals to include; current market conditions, historical data, material escalation, internal estimates and subcontractor input for complete and accurate proposals to our clients

Present technical and financial information to stakeholders, including changes from previously presented pricing information

Bid Captain responsible for Post to Summary in HPM Trade Scope, after reviewing sub proposal with Trade Manager

Bid Captain also responsible for selection of Sub for Carried value in HPM Trade Summary

Coordinate with stakeholders (developers, architects, subcontractors and HITT Operations) throughout process including attendance at design meetings as a HITT representative during preconstruction phase services

Provide Variance Summary from previous pricing effort for each trade package and total project costs for internal and external presentations

Assist Operations with In-Direct costs for inclusion within HPM for: General Conditions, General Requirements, Insurance and Fees

Assemble of Bid Book for each project deliverable inclusive of Executive Summary, Variance Summary, Leveled trade packages, etc for specific project requirements

Qualifications

Bachelors Degree in Engineering, Construction Management, Architecture or related field preferred

(5) to (10) years of commercial general contracting preconstruction or operations experience preferred

(3) to (5) years field experience or close involvement with projects under construction

Clear & Concise communication skills with internal and external stakeholders

Critical thinking, problem solving and decision-making in pressure situations

Analyze construction documents and identify missing details and components required to provide a complete system or scope

Meticulous attention to detail

Timeline and Deadline oriented

Technically proficient at reading and interpreting technical reports such as Geotechnical Reports.

Understand Building Code and LEED Requirements

Microsoft Office Suite, with high level of proficiency using Excel

On Screen Take-off (OST)

Adobe products, including Bluebeam

DESTINI Estimator, a plus

In accordance with the Washington Equal Pay and Opportunity Act, section RCW 49.58.110, the base salary range for this position is:

$130,000.00 - $185,000.00

Compensation in other cities and states may vary. The determination of salary is based on the candidates individual professional experience, qualifications, education, skills, and training.
