Overview
FWI is seeking seeking a Construction Project Manager-Navy Training Facilities to support the modernization of Navy training facilities. This role involves managing and executing renovation projects for Navy classrooms and laboratories while providing direct support to NAVSEA PMS 339. This position will play a critical role in transforming Navy training facilities to meet modern educational requirements. You'll work hands-on in active construction environments, develop facility designs, and coordinate with Naval Facilities Engineering Systems Command (NAVFAC), architectural firms, and trade engineers to ensure successful project delivery. The ideal candidate will combine technical construction expertise with the ability to navigate military facility requirements and collaborate with diverse stakeholders.

Work Schedule and Location:
On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm at Naval Base Norfolk.
Responsibilities
- Manage multiple classroom and laboratory modernization projects from conception through completion, ensuring on-time and on-budget delivery
- Create initial classroom and laboratory layouts using Visio and Bluebeam design software, incorporating Navy training requirements and modern educational technology needs
- Facilitate collaborative interactions between Naval Facilities, Architectural & Engineering (A&E) firms, and trade engineers to align project specifications with Navy requirements
- Develop and maintain project schedules in Microsoft Project, tracking milestones, dependencies, and resource allocation across multiple renovation projects
- Enter and work in active industrial environments to monitor construction progress, conduct quality assessments, and ensure contractor compliance with specifications
- Follow and enforce OSHA procedures for working in industrial areas, maintaining strict adherence to safety protocols in construction zones
- Analyze and review architectural drawings, providing feedback on constructability and compliance with Navy facility standards
- Provide regular updates to NAVSEA PMS 339 leadership on project status, risks, and mitigation strategies
- Ensure all renovations meet Navy specifications for training facilities, including technology integration and environmental requirements
- Monitor project expenditures and identify potential cost savings without compromising quality or functionality
Qualifications
Required:
Bachelor's degree in any field with 7 years of professional experience OR 22 years of relevant professional experience in lieu of degree
Advanced skills in Microsoft Project for complex schedule management
Expertise in Bluebeam for design markup and collaboration
Working knowledge of construction documentation software
Ability to:
Read and interpret architectural and engineering drawings
Understand construction sequencing and methodologies
Work effectively in active construction environments
Coordinate multiple trades and contractors
Active Secret security clearance required
Safety Requirements: Physical ability to wear required PPE and navigate construction sites safely
Desired:
Education: Bachelor's degree in Engineering, Construction Management, Architecture, or related technical field
Experience: 12+ years in construction project management with focus on:
Educational or training facility renovations
Government construction projects
Military Construction (MILCON) program experience
Certifications:
Project Management Professional (PMP) certification
OSHA 30-hour Construction Safety certification
Navy-specific construction or facility management training
Specialized Knowledge:
Familiarity with NAVFAC design standards and processes
Understanding of military training facility requirements
Experience with technology integration in educational spaces
Knowledge of sustainable building practices and LEED requirements
Software Skills: Proficiency in Visio for facility layout design
