Purpose of Position:

This position performs inspections of buildings and structures of complex construction, alteration, or repair for compliance with all applicable codes; approves plans and specifications, safe construction practices and other regulations and ordinances related to the safety, health, and welfare of the public.

This position requires thorough knowledge, and a full command of commercial electrical installations. Considerable knowledge of the remaining skill areas may be specific to structural, plumbing and mechanical inspection of residential structures regulated under the Oregon Residential Specialty Code.

Essential Job Functions :

Performs building inspections as assigned involving any or all aspects of structural, mechanical, plumbing, or electrical (according to area of specialty and valid state inspector certifications).

Operates a motor vehicle regularly to attend meetings, trainings, inspections, and other situations when necessary.

Approves, disapproves, writes correction notices, issues stop work notices, works with owners and contractors, and performs other functions to ensure compliance.

Maintains records of construction progress and results of inspections.

Provides leadership, assistance, and coordination for the building inspection process; resolves complex technical issues by recommending or approving modifications and alternate materials or methods of construction as appropriate.

Responds to inquiries from other building staff regarding code interpretation and application and process issues; responds to inquiries from customers regarding issues relating to inspections performed by other staff; maintains workload and workflow statistics; assumes other responsibilities as assigned.

Performs plan review of electrical designs associated with commercial industrial projects for compliance with state and local codes.

Monitors the work of other inspectors, including assigning work, and monitoring results for quality and consistency.

Responds to telephone and personal contact from contractors, designers, architects, engineers, and the public on issues related to codes and standards associated with development proposals and integrates the Citys Visions & Values into their interactions with customers.

Provides technical interpretations of code issues within scope of knowledge and recommends solutions to issues of compliance.

Works with customer to resolve difficulties with code applications.

Promotes an effective, responsive and value based organizational culture. Champions the values of the City through example and accountability. Work is reviewed through results achieved, meetings, spot checks of work in progress and an evaluation of results achieved.

Performs related tasks that support the objectives of the position.

Job Requirements:

Mandatory Requirements:

High school diploma or GED equivalent, and (8) years of experience in commercial electrical installation, code administration, building design, inspections and/or plan review, or any equivalent combination of education and verifiable work experience which demonstrates the ability to perform the described duties.

Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon drivers license.

Must have a safe driving record.

Must possess or obtain the Oregon Specialty Code Certification for A-level Electrical Inspector, Residential Structural, Residential Mechanical, Residential Plumbing Inspector, and the Oregon Inspector Certification by date of hire.

Necessary Knowledge, Skills, and Abilities:

Knowledge of state specialty codes related to commercial and industrial buildings and structures, residential dwellings and multi-family dwellings and fire codes and standards; knowledge of applicable city codes, regulations and policies; knowledge of construction practices, engineering concepts and architectural principles; knowledge of building plan review, permitting and inspection processes; knowledge of computer software applicable to the work; knowledge of modern office practices and procedures.

Ability to communicate effectively orally and in writing; ability to establish and maintain cooperative working relationships with those contacted in the course of work.

Desirable Requirements :

Bachelor's Degree in Civil Engineering or in Structural Engineering .

State of Oregon General Supervising Electrician License.

A-Level Oregon Electrical Inspector, A-Level Oregon Plumbing Inspector, Oregon Residential Plumbing Inspector, Oregon Residential Structural Inspector, Oregon Residential Mechanical Inspector, and Oregon Specialized Plumbing Inspector.

PERSONAL PROTECTIVE EQUIPTMENT:

PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.

Supervision Received :

Work is performed under the general supervision of the Building Official who holds the employee accountable for achieving department goals and objectives.

Supervisory Responsibilities :

This position is not a supervisory position. Employee may assist in d irection, guidance, or training in operational procedures to other inspectors, plans examiners and other CDD employees.

The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus

TOOLS AND EQUIPMENT USED:

Computer, including word processing, data base, Internet, and spreadsheet programs; calculator, telephone, copy machine, fax machine, postage machine, code books and related technical manuals or standards.

Outdoor work is required where some safety considerations exist from moving equipment and unstable surfaces.
