Business Services provides countywide services through a collaborative partnership of three programs, Administration, Risk Management, and Facility and Construction Management. Facilities maintains county-owned and leased buildings, grounds, custodial care, architectural support for projects, and courier services.
GENERAL STATEMENT OF DUTIES
The Grounds Supervisor is a working supervisor who plans, directs, and monitors the grounds maintenance of Marion County leased and owned buildings; ensures properties are safe, attractive, and well-kept; trains groundskeeping crew on the proper use of chemicals, equipment, and duties; assists the Facilities Program Manager with grounds related administrative and management functions and adheres to policies, practices, procedures.
SUPERVISION RECEIVED
Under general supervision of the Facilities Program Manager, or designee, who outlines operating policies and reviews work for conformance to standards through direct observation and regular meetings. The employee develops procedures for performing their assigned tasks and duties and performs complex duties within established policy guidelines.
SUPERVISION EXERCISED
Provide general supervision to groundskeeping crew; ensure employees are trained and follow policies and procedures; assign duties to an employee according to specific protocols and procedures, check and evaluate work frequently ; specific instructions are given for new, difficult, or unusual assignments. The employee uses initiative to conduct recurring assignments. The supervisor ensures work is technically accurate and in compliance with instructions or established procedures. A supervisor has authority and exercises independent judgment; recommends and participates in the employee action processes: hire, promote, discipline, and grievances.

Knowledge of techniques and practices of landscape maintenance and supervision; methods, materials, and equipment used to plant, cultivate, and trim a variety trees, shrubs, plants, ground cover, and grasses; federal and state regulations governing the use, control, storage, and disposal of pesticides, fertilizers, insecticides, herbicides, and similar chemicals ; working knowledge of word processing, database, and spreadsheet application skills use, operation, maintenance and repair of grounds equipment and tools, including lawnmower, edger, and other hand and power tools; safety practices and procedures; basic techniques of painting, electrical, plumbing, and carpentry and cement finishing.
Skills and abilities to read and understand landscaping plans and specifications; plan for and oversee work crews; prepare and maintain accurate records and reports; establish and maintain effective working relationships with county employees, public and contractors; perform s upervisory and administrative duties; operate a computer; coordinate multiple tasks, prioritize work, plan, and propose recommendations for change; develop, update, and monitor grounds maintenance, snow removal, and preventive maintenance plans; landscaping, irrigation techniques, floriculture, and ornamental and turf management; delegate responsibilities, develop an effective work force, promote teamwork, and provide daily direction. perform budget management, inventory control, and equipment management skills; develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds; carry materials and equipment weighing up to 80 pounds; operate push and riding power mowers, chain saws, commercial tractors, and similar grounds maintenance equipment; climb ladders; respond to after-hours emergencies or other unforeseen situations.

Supervisory Responsibilities:
- Hire and train groundskeepers.
- Prepare weekly Grounds maintenance schedules, allocate work, and establish performance standards.
- Meet with Groundskeeping maintenance workers daily to address work order issues and ensure each campus has what is needed to perform optimally. May involve some coordination with Facilities Maintenance workforce.
- Conduct performance evaluations that are timely and constructive.
- Handle discipline and termination of employees in accordance with county/department policy.
- Maintain professional working relationships with Maintenance and Groundskeeping workforces.
Daily Operations:
- Oversee the countywide day-to-day operations of the Grounds maintenance team.
- Evaluate systems or facilities to determine Grounds maintenance or repairs that need to be performed (sprinklers; removal of snow, ice, leaves, trash, general yard and grounds maintenance; etc.).
- Assess work orders to plan work assignments and project schedules.
- Ensure Grounds maintenance and repair work are completed correctly and in a timely manner.
- Establish and maintain positive and professional working relationships with coworkers, customers, other agencies, and the public.
Countywide Oversight:
- Inspect equipment to determine problems and necessary maintenance.
- Ensure adherence to quality and health standards and safety regulations.
- Implement and ensure compliance with general access and ADA requirements.
- Communicate with Department management, County personnel, lessees, regulatory agency personnel and vendors in person, via telephone, written communication, and e-mail.
- Participate in coordination of projects (e.g., large projects, repairs, etc.)
- Analyze and coordinate groundskeeping team services.
- Contribute to the development of the Grounds Maintenance budget.
- Provide direction and assistance regarding compliance with department policies and procedures.
- Establish and maintain a detailed inventory of landscape plantings and develop corresponding seasonal maintenance plans tailored to each campus.
Other Job Functions:
- Safely operate hand and power tools.
- Access, interpret, and input information in computer systems.
- Interpret Auto Cad drawings, construction blueprints, and specifications.
- Assist Facilities employees on projects, as requested by Facilities Manager.
- Communicate between facilities in a timely manner.
- Respond to a variety of locations as needed.
- Other duties as assigned by your manager/supervisor.
EXPERIENCE AND TRAINING
- Graduation from high school, or equivalent; AND
- Five years of increasingly responsible experience in grounds maintenance work, including three years of supervisory experience; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
- The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.The policy can be found at: style="padding: 0; margin: 0">24-hour Response Must be available to perform response duties during an emergency.
