Description
The City of Garden City is hiring for a Utility Maintenance Foreman. The Foreman is responsible for supervising and coordinating the work activities of personnel in the Wastewater Division for treatment processing and collections. They direct activities in the construction, repair, and maintenance of the Wastewater Treatment Plant (WWTP), Sewer Collections Facility, and ancillary facilities related to the reuse of treated WWTP effluent. This position reports to the Wastewater Superintendent.
Examples of Duties
+ Receives work projects and assignments from the Wastewater Superintendent.
+ Plans, schedules, and supervises work activities for the operation and maintenance of the WWTP to ensure efficient operation and reliability.
+ Responsible for performing or oversight of daily preventative maintenance activities and troubleshooting equipment issues that occur in the operation to minimize impact to the WWTP operation and reliability.
+ Responsible for the maintenance, repairs, and cleaning of all equipment, machinery, and tools in a timely manner.
+ Schedules maintenance for all equipment and machinery.
+ Responsible for the efficient operation of WWTP equipment through measurement of treatment conditions and treatment sample collection to meet the facilitys National Pollution Elimination Discharge permit.
+ Responsible for monitoring plant inflow and process trends, including collection system Inflow and & Infiltration, and Complex Sewer Operations.
+ Responsible for the operation of SCADA software to monitor the operation and maintenance of the WWTP and Collection System
+ Monitors gauges, meters, and control panels. Uses chemicals as required by law and is responsible for maintaining logs on the use of the chemicals and amounts used.
+ Monitors the treatment of wastewater at or above the required levels and standards of quality prescribed.
+ Responsible for calculating adjustments in the chemical dosages used in the treatment of wastewater at the WWTP.
+ Responsible for monitoring all personnel in safety practices and procedures, including machinery operation, chemical handling, chemical application, chemical storage, and ensuring Safety Data Sheets for chemical hazards at the WWTP.
+ Responsible for maintaining operational logs and records on the operation of the plant in the processing and dispersion of waste products.
+ Required on-call duty, including storm call-outs.
+ Responsible for upholding the communication between the public and the city.
+ Performs other job-related duties as assigned.
+ Subject to the City of Garden City's Drug and Alcohol testing program.
Typical Qualifications
Knowledge, Skills And Abilities:
Thorough knowledge of wastewater treatment and collection systems. Thorough knowledge of the practices and procedures used in wastewater treatment and collection. Considerable knowledge of computer operation and usage, i.e., SCADA. Ability to calculate water flow, detention time, and chemical dosage to operate and maintain WWTF operation. Knowledge of supervision, planning, and scheduling for special projects/assignments. Skill in operating and repairing machinery, equipment, and tools used in the operation. Ability to read plat maps, process diagrams, and schematic drawings. Ability to understand written and verbal instructions. The ability to prepare written reports is required. Ability to motivate and train personnel to ensure the WWTF exceeds the level of service expectations. Ability to communicate with City employees and the general public.
Education, Certification And Experience:
High school diploma or GED. A Class III certification as a Wastewater operator or Collection operator, or the ability to obtain certification when eligible. 4 years of experience in a public or private wastewater treatment system or a similar industrial process system with 40 hours of formal training in supervision and 1 year of experience in a supervisory position. A valid Kansas Class B CDL is required within 6 months of employment. Pre-employment and continuing drug and alcohol testing are required.

Environment:
Work is performed in all types of weather, with some assignments being outdoor work and others being indoor work. WWTP and the collections system environment include multiple buildings and facilities on multiple levels accessible by stairs. Outside weather conditions include extreme, moderate, and temperate heat and cold, i.e., snow, ice, sleet, hail, fog, rain, high and gusty winds, and blowing sand and dirt. Indoor work is performed in controlled areas and semi-controlled areas (Plant).
Surfaces: Outdoors: asphalt, cement, gravel, grass, metal, mud, dirt; indoors: carpet, tile, cement, and/or wood.
Equipment/Tools Used:
Equipment: Boom truck, front-end loader, tractor, dump truck, backhoe, hydro-vac sewer jet, collections camera equipment, pickups, utility vehicles, mowers, service truck/van.
