The Opportunity

WSDOT is currently seeking an Assistant Region Construction Engineer for the Fish Passage Program in the Olympic Region. The Assistant Region Construction Engineer provides leadership and senior-level direction, support, management and engineering oversight of the construction program activities for the Fish Passage Program. The skilled incumbent ensures the construction program is delivered in conformance with applicable policies and department expectations for customer service, transparency and accountability. In addition, this position performs work requiring discretion and independent judgment and is accountable for results, e.g. schedule. budget, quality, safety, stewardship, etc.

This position directly supports the agency strategic plan and goal areas by leading a workplace that supports and promotes training and development for professional growth and upward mobility, creating, influencing, and fostering a physically and psychologically safe workplace where all employees feel that they belong, and ensuring, through adherence to WSDOT policies, that the maintenance and preservation of assigned roadways and assets are administered to the expected quality, safety, and stewardship standards to support Washingtons long-term resilience.

What to Expect

Among the varied range of responsibilities held within this role, the Assistant Region Construction Engineer will:

  • Provide leadership and senior-level direction, support, management and engineering oversight of the construction program activities for the Fish Passage Program.
  • Collaborate and build effective working relationships, internally and externally to accomplish organizational goals.
  • Develop and implement efficient and effective strategies to optimize utilization of staff and resources for successful delivery of the Fish Passage projects.
  • Model leadership and performance that promote professionalism, integrity, accountability and effective stewardship.
  • Maintain the highest standards of personal, professional, and ethical conduct and supports the agencys goals for the support of a diverse workforce.
  • Provide directions and expectations to managers for personnel issues relating to proper staffing levels, leave and travel approval, and actions pertaining to corrective action.
  • Recommend employee hiring selections and formal personnel actions.
  • Review and provide Region change approval when required for change orders.
  • Provides technical and financial oversight and guidance

Qualifications

To be considered for this opportunity, the following are required :

  • Construction Management Expertise: Extensive knowledge of state and federal construction principles and practices; contracting methods and procedures; stewardship agreements; and program (budget. schedule, environmental. quality. etc.) accountability.
  • Strategic Planning and Problem Solving: Strong strategic planning skills to develop plans and set objectives that support overall program goals and results; experience measuring and monitoring performance and making necessary course corrections as needed.
  • Adaptability in Communication: Excellent skills in effective communication with employees, peers, superiors, and the public. Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media.
  • Analytical Thinking and Decision Making: Ability to evaluate and negotiate disputes and complex contractual issues with various stakeholders and make timely, effective decisions in the best interest of the Department.
  • Leadership and Management Knowledge: A strong working knowledge of the principles of leadership and management to build and maintain effective teams; motivate, coach, mentor, and empower employees; embrace and lead change; resolve conflicts; encourage employee engagement; develop and implement process improvements; and demonstrate interpersonal skills to a diverse interdisciplinary workforce in developing and delivering multiple projects.

In addition, the following are required:

  • Professional Civil Engineer's License (License holders from other states will be expected to obtain a WA State PE license within six (6) months of appointment).
  • Valid Drivers license

It is preferred that qualified candidates also have:

  • Bachelor's degree in Civil Engineering or related field.
  • Ten (10) years of progressively responsible experience in such areas as construction, design, and maintenance of highways, bridges and related structures.
  • Six (6) years of demonstrated and progressively responsible supervisory/managerial experience.
  • Two (2) years of experience administering projects using alternative delivery methods.
