The Raytheon Hardware Engineering Organization leads the hardware design, development and production support of a wide breadth of air, land, sea, and space systems. Hardware Engineerings capabilities encompass a broad range of technical disciplines which include engineering, technical services, materials, processes, analysis, test, and documentation.
Within the Hardware Engineering Organization, the Undersea, Sensors & Structures (USS) Department leads the mechanical design, development, and integration of multiple sets of products, including but not limited to undersea sensors and analysis, naval platforms, shipboard/ground-based processing and power equipment, and launchers.
The USS department is looking for a Principal Mechanical Engineer to lead the Undersea, Sensors & Structures (USS) Department team efforts relative to supporting pursuits in the Ground-based and Shipboard Radar supporting electronics technology space. Lead activities will include executing proposal activities, guiding metric development, and peer reviewing proposal positions.
This position is in Marlborough, MA. (On-site position)
The primary focus of this role is responsibility for leading, documenting and delivering on-time proposals for the Mechanical Engineering scope associated with our growing Radar electronics portfolio, based on leadership experience and backed by established historical metrics. This includes generating the proposal, writing the Basis of Estimates (BOEs), scheduling functional management reviews, securing management approval, and communicating results back to the internal customer.
Complimentary responsibilities of this role include leadership of Mechanical Engineering project execution across the portfolio, focusing on Ground-based and Shipboard Radar Electronics Systems.
What You Will Do:
Estimation of Mechanical Engineering labor required to perform tasks as defined by customer and internal proposal documents
Understanding and communication of project plans, earned value approach, and Risk and Opportunity
Understanding the technical baseline and requirements to establish a basis for proposal scope
Routinely present proposals to leadership
Works closely with the section leaders in development and selection of applicable metrics from which to leverage bids and document Tests of Reasonableness
Identify bid assumptions, risks and opportunities
Evaluate proposed design, procurement and build schedules to establish attainability
Participate in organizational proposal reviews
Support Department team members in peer review and mentoring of proposal execution
Lead and periodically generate formal Basis of Estimates (BOEs) for auditable bids
Lead program execution across the Department portfolio in conjunction with proposal efforts
Qualifications You Must Have: :
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience or An Advanced Degree in a related field and minimum 5 years experience.
Eight years of professional experience , and five years in task leadership and program execution.
Experience in developing cost proposals, program plan, and execution metrics
Strong communication skills with peers and leadership

Qualifications We Prefer:
Experience leading proposals with the defense sector serving US Government and foreign customers
Strong presentation skills
Demonstrated experience across the hardware lifecycle (R&D, design, production, sustainment, technical refresh, obsolescence redesign.)
Capable of prioritizing requirements, tasks, and issues leading to rapid and efficient proposal execution
Ability to synthesize and distill technical data and present material in a timely manner to leadership and team
Effective presence and influential leadership capability, with the ability to interact with senior levels of leadership effectively - including customer, Raytheon, and suppliers
