Project Details (Sie, SOW, Site Background, etc.):

  • SOW: Provide Construction Management Services to assist the on-site Resident Engineer for the Replace Boilers in Boiler Plant, building #14 Project
  • Site Background, etc.: The required support is needed to meet the installation of a new boiler plant in conjunction with Project 619-20-103 Replace Boilers in Boiler Plant, building #14 along with various support components and infrastructure upgrades as defined by the 2016 and 2022 Facility Conditions Assessment (FCA) report at CAVHCS Montgomery, AL.

Daily Responsibilities:

The government requires a Construction Manager/Staff Architect (CM-A) that will be on-site for the duration of the Project. This individual will be part of a CM team that will assist the VA CO/COR in reviewing design submissions and monitoring the Construction Contractor's (Contractor) work for compliance with the project contract requirements. This includes assisting the Contracting Officer and the Contracting Officers Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of the construction projects.

The Construction Manager/Staff Architect (CM-A) shall be required to perform services including, but not limited to, the following (in no particular order)

  • Conduct and carry out portions of daily inspections of site work, building construction work; document discrepancies, code violations, improper materials or techniques in the application of materials, substandard or poor-quality workmanship; monitor schedules on various aspects of ongoing daily activities to identify and recommend mitigation of project slippage and coordinate project phasing.
  • Review Contractor's submittals for technical compliance with contract requirements, and RFls and make recommendations as to acceptance, required changes, or rejection.
  • Maintain accurate, complete, and well-organized project records including but not limited to submittals, RFls, pay applications, inspection and testing records, correspondence, changes, warranties, certified payrolls, project photographs, samples, and safety observations. Inspect and verify that the contractor's as-builts are complete and accurate.
  • Conduct and/or attend weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly.
  • Assist in the documentation of the administration of construction contract changes (draft proposal request, prepare cost estimates, review cost proposal, assist VA in negotiations, prepare change order packages for the Contracting Officer (CO/SRE).
  • Perform weekly Safety Inspection and Prepare Safety Inspection Reports as part of daily log. Monitor contractors safety management and verify contractor compliance with their own project specific safety plan, Cal-OSHA, VA requirements. CM will have own project specific safety plan that is compliant.
  • Ensure installed work is consistent with approved submittals; Make recommendations to the SRE for final approval of submittals and installed work.
  • Compile deficiency logs and follow up on correction. Research requirements as needed. Immediately report conflicts and controversial issues to the government.
  • Coordinate work of multiple VA Contractors and/or third parties associated with the project such as third-party testing firms or commissioning agents.
  • Coordinate movements/relocation of Contractor and/or Government personnel and their work spaces to accommodate project phasing such as movements to and from temporary facilities and final moves into facilities accepted for beneficial occupancy.
  • Take date-time stamped digital photos of construction progress throughout the duration of the project.
  • Assist with contract close-out activities including review, collection, and transmission of O&Ms, Warranties, As-builts, Spares, Special Tools, and Extra Materials. Develop closeout checklists and schedules.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Degree in Architecture from an accredited institution of higher learning.
  • Minimum of six (6) years of experience in both design and construction.
  • The CM-A shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project. The candidate must be skilled in code and other regulatory requirements including environmental and historical applications.
  • Possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily assess the requirements of the materials and methods.
  • The CM-A must possess Technical, Communication, Language, and Software Skills.

Preferred Qualifications:

  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
