GENERAL PURPOSE Management and oversight of design/construction projects, field project inspections, and management of multiple capital improvement budgets/projects in various stages of their project life cycle for the Parks and Recreation Department. Works as an owners representation and oversight on Parks and Recreation partner projects that impact the Parks and Recreation Division. Serves as point of contact for Parks and Recreation questions both internally and externally including engineering firms, partners, developers, other municipalities or utilities and the general public. SUPERVISION RECEIVED Under general supervision of the Parks and Recreation project management staff. SUPERVISION EXERCISED Supervises support staff and part-time or temporary employees as assigned and oversees the work of consultants and contractors on capital improvement projects. Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.
Coordinates the planning, design and construction of capital improvement projects and department assigned projects. Work with project teams, citizen groups and City departments to develop project designs consistent with available project budgets and ensure that project objectives are met. Coordinate consultant selection process. Prepare consultant contracts, negotiate, and administer consultant agreements and monitor the work of consultants. Develop and monitor schedules for design and construction, monitor and coordinate activities of contractors, consultants, community organizations, and users during construction. Develop scope of work, contract, and project specifications. Coordinate the award of construction contracts in accordance with City purchasing rules and state bid procedures. Knowledge and compliance with all federal, state, and local permitting requirements. Administer project construction to ensure compliance with construction plans and specifications, applicable local, state, and federal laws and project budget. Coordinate the public involvement process and represent the Department at various meetings, hearings and on planning committees. Prepare and deliver presentations that include charts, graphics, written materials, and oral presentations; provide information to the public, committees and media. Plan and design research and evaluation methods; gather research, analyze, and evaluate data; and prepare recommendations or alternatives for various design amenities, programs, issues or policies. Coordinate inter-department or inter-agency planning efforts and assist higher level staff in presenting recommendations to elected officials and advisory commissions. Attend planning meetings to determine objectives, program plans and project scopes. Serve as a departmental project representative with other City departments, outside agencies, special interest groups, and the public. Lead project teams through various phases of the development process. These development phases include: schematic design, design development, construction documents, construction administration, and project close out. Prepare and construct briefings and presentations on projects and controversial issues to City officials and community groups. Prepare written reports, correspondence, advertisements, and official documents and give presentations. Provide excellent customer service, participate constructively and effectively with other City staff, may represent the City at selected applicable meetings, and provide leadership with regard to implementing the department and city mission. Plan and execute projects in accordance with department and City planning documents. Assist department and city staff in putting together the Parks Capital Improvement plan and annual budget. Maintains budgets and schedules of project assignments. Verify accuracy of product and service invoices and project accounting. Authorize payments to contractors, consultants, and vendors. Prepare and process change orders. Coordinate project closeout, budget reconciliation and evaluation. Other duties as assigned. PERIPHERAL DUTIES Serves as an administrative lead to the Parks and Recreation Department and has a responsibility to attend to all administrative issues. Manages preparation of feasibility studies and master plans. Attends, leads, and performs presentations at public meetings (Boards, Commissions, Council, etc.). Attends Development Review Team meetings representing the Parks and Recreation Department to ensure community development aligns with the departments plans, visions, and goals. Works with the various Division Managers to determine project needs and priorities. Establishes policies and procedures to improve engineering effectiveness or efficiency. Maintains contact with consulting staff, construction project staff, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. Performs and coordinates administrative duties necessary to support the department including correspondences that may be complex and/or confidential. Prepares contracts, bid packages, advertisements, and project documentation, and ensures these materials meet department and regulatory standards. Performs work and strictly enforces rules in accordance with safety policies and procedures.
DESIRED MINIMUM QUALIFICATIONS
- Graduation from a four-year college or university with a degree in architecture, landscape architecture, urban planning, construction management, engineering, or related field; and
- Minimum of six (6) years of related experience; or
- Any equivalent combination of education and experience.
- Knowledge of engineering, architectural, landscape design, planning and construction principles practices and procedures.
- Principles and practices of parks and recreation facility planning and design and construction, including technical specifications and construction documents.
- Current registration as a licensed Landscape Architect is preferred.
- Working knowledge of current versions of AutoCAD and Adobe design (Photoshop, Illustrator, In-Design).
- Basic knowledge of ArcView GIS is preferred.
- Excellent written and communication skills.
- Proactive approach to problem solving.
- Knowledge of planning and construction methods.
- The ability to monitor projects, timelines and expenditures.
- Expert knowledge of the construction contract process and the ability to negotiate with contractors and consultants on design and construction issues.
- Ability to handle a variety of demands and tasks and the flexibility to multi task while working in a fast paced environment.
- Public sector work experience is desirable.
- Knowledge of Colorado design standards and permitting.
- Ability to travel as required for meetings, conferences, etc. throughout the state.
- Ability to work remotely and manage projects, clients, and project team members.
- Ability to interpret and implement applicable City policies, laws, and regulations affecting Department activities.
- Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public;
- Makes accurate and effective computations, estimates, and designs in the preparation of plans and specifications.
- Establishes and maintains effective working relationships with officials, employees, consultants, contractors, and the public.
SPECIAL REQUIREMENTS Possess a valid Colorado Drivers license or have the ability to obtain one prior to employment; and Physically capable of moving about construction work sites.
