The Green Federal Building at 600 Arch Street in Philadelphia is a 10-story office building with a basement parking garage and mechanical penthouses. The Green Condenser Water Project, designed by Miller Remick in 2024, incorporates a comprehensive replacement and reconfiguration of the condenser water piping system, alongside other mechanical, electrical and controls upgrades to improve performance and maintainability. The project will utilize, in part, Inflation Reduction Act (IRA) funding for the acquisition and installation of low embodied carbon condenser water piping. Mechanically, the project entails replacing the existing 24-inch supply and return piping between the rooftop cooling towers and condenser water pumps, upgrading the pumps from 75 HP to 100 HP, installing a new side-stream filtration system, relocating and replacing the expansion tank, and replacing/reconfiguring key control valves to enhance system control and ease of maintenance. Construction is divided into multiple well-defined phases to minimize disruption to building operations.
The electrical scope includes upgrading the power infrastructure to support increased mechanical loads. Key activities are installing new variable frequency drives (VFDs) with higher-capacity units, upgrading circuit breakers and wiring to handle the increased pump horsepower, and installing new circuits for the side-stream filtration skid and BAS-controlled valves. Wherever possible, existing electrical panels and conduits will be reused to reduce costs and complexity. Scope also includes heat tracing for rooftop piping and power provisions for upgraded BAS equipment.
Daily Responsibilities:
- Oversee project schedule and budget, including monitoring and inspection (M&I) functions.
- Manage day-to-day project oversight as the Construction Manager (CMa). Provide daily inspection reports and photo documentation of work progress on-site.
- Chair weekly OAC and other project coordination meetings, provide agendas and meeting minutes, assign Action Items and follow up with Team members during the week to expedite completion.
- Handle receipt and distribution of project documentation, including RFIs, Submittals, Meeting Notes, and Standard GSA documentation. Utilize Kahua PM Software to manage all project documentation.
- Serve as the Governments representative, coordinating critical action items with the General Contractor, Design Team and Government entities.
- Provide ongoing oversight and coordination throughout the duration of construction. Participate in problem solving with the project Team.
- Review contractor monthly Pay Applications for accuracy and recommend revision or approval.
- Review Construction Document Deliverables, Construction Submittals, and RFIs from the General Contractor and make recommendations to GSA.
- Utilize the Kahua platform for all electronic submissions, including Submittals, RFIs, daily reports, photos and pay applications.
- Maintain logs and comprehensive document control of all Submittals, RFIs and Changes.
- Review and provide commentary on the Contractors Quality Control (QC) Plan within the timeframe allotted in the project schedule.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
- Minimum of five (5) years of construction experience serving as a Construction Manager, Construction Management Representative/Owner's Representative on new and/or renovation projects of similar size and complexity.
- Experience managing renovation projects for the General Services Administration, in occupied buildings requiring phasing. Experience managing projects that included Mechanical, Electrical and Plumbing scopes of work.
- Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports, and conduct progress meetings and prepare meeting minutes.
- Experience working in a CMa Project Manager position, managing projects in occupied buildings with multiple phases during construction.
- Strong skill in the use of Project Management software programs. Experience with Kahua specifically is a plus.
Preferred Qualifications:
- BS in Engineering, Construction Management, or Bachelor of Architecture from an accredited university or college a plus.
