The Department of Public Works, Bureau of Facilities, Architecture Division manages all design and construction projects for City-owned and operated facilities. Design may be completed either in-house or through consultant contract depending on size and complexity of the project. We are presently looking for experienced professionals to administer and manage work for multiple-phase construction projects from preliminary design until completion. Applicants must communicate clearly with consultants across multiple disciplines such as Architects, Landscape Architects, Interior Designers, and Engineers, and effectively track progress and process through all phases of design on all assigned projects.

Qualifying Requirements: Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter via email regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in design or managing multi-disciplined Capital projects in an Architecture Firm. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION: High-school diploma or equivalency.

  • EQUIVALENCY: Work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is three (3) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.) Eligible applicants must possess one of the following combinations of education and work experience:

  • High School diploma or equivalent and three (3) years of full-time paid professional experience in design or managing multi-disciplined Capital projects in an Architecture Firm.

  • OR

  • An Associate Degree in Architecture, Interior Architecture, Interior Design, Structural Engineering, MEP Engineering and one (1) year of full-time paid professional experience in design or managing multi-disciplined Capital projects in an Architecture Firm.

  • OR

  • A Bachelor's Degree in Architecture, Interior Architecture, Interior Design, Structural Engineering, or MEP Engineering.

  • OR

  • Any degree accredited by the National Council of Architectural Registration Boards (NCARB), and/or a degree accredited by the National Council of Interior Design Qualification.

  • OR

  • Be a Registered Architect (RA), Certified Interior Designer (CID), Professional Engineer (PE), or have an Architecture Experience Program (AXP) Certificate per the National Council of Architectural Registration Boards (NCARB).

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position.   • Supervises consultant work for planning, design, construction, construction administration, and inspection of complex multi-disciplined Capital projects in various areas, including but not limited to City-owned or operated offices, recreation centers, shelters, Public Safety facilities, and support service warehouses.
  • Designs and manages in-house projects from community engagement through project closeout.
  • Prepares project scope, and other contract or bid documents for consultant and vendor services.
  • Manages complex relationships with other departments, consultants, vendors, and contractors.
  • Directs work of assigned City personnel; evaluates work; provides training and/or technical assistance as requested or required.
  • Develops and reviews construction documents, reports, shop drawings, and other project documents, in collaboration with design and consultant teams.
  • Applies extensive knowledge of design and construction project management concepts, principles, methods and best management practices.
  • Develops and maintains project budgets and schedules, and monitors performance of all parties connected to assigned projects.
  • Provides status reports on all assigned projects to supervisor/senior staff as needed.
  • Reviews invoices and payrolls. Verifies and approves work performed by consultants and contractors.
  • Performs activities and functions of related entry level personnel as assigned or required.
  • Performs such other related tasks and duties that are assigned or required.
