GENERAL PURPOSE
Performs a variety of professional, administrative and managerial duties related to directing, organizing, and managing the Building Division. Ensures compliance with building codes, ordinances, and regulations to safeguard life, health, and property.

Works under the general supervision of the Community Development Director.

Provides supervision to all Building Division employees.
ESSENTIAL FUNCTIONS
Manages the direct day-to-day activities of the Building Division staff; Interprets and enforces building codes. Interprets and implements state required programs and amendments to all codes.
Makes staffing decisions related to the hiring and retention of Building personnel; evaluates and conducts performance appraisals. Provides leadership, direction, and technical guidance; trains staff and ensures ongoing compliance with applicable state, local, and professional certification and training requirements.
Provides an expert level of knowledge and understanding to interpret codes, laws, and regulations to ensure proper construction and implementation of codes. Provides training to staff and customers to ensure understanding and acknowledgement of code requirements. Understands and enforces accessibility regulations for construction of buildings.
Inspects complex buildings for code compliance. Ensures proper recording and documentation of inspections and violations for records and references. Maintains reports on construction of buildings and housing. Maintains analysis and provides updates to management.
Manages the documentation and enforcement of all building and construction codes regulating construction of homes and other buildings. Oversees documentation and record keeping as required by law. Responds to field problems and violations with code interpretations. Follows up and ensures corrections for violations. Conducts complaint investigation made against other inspectors or in the interpretation of City code. Coordinates enforcement with Legal and other City departments.
Provides final decisions concerning code interpretations. Approves modifications and alternative methods. Enforces code compliance in difficult situations and works with builders to find solutions.
Manages the boarding, abatement, and demolishing of dangerous and dilapidated buildings.
Manages and audits permitted construction for compliance with codes, ordinances, standard engineering practices, and related regulatory practices to include plumbing, electrical, heating, ventilation and air conditioning. Provides feedback to other inspectors as needed.
Interprets building plans or blueprints for compliance with building and development codes. Clarifies plans and blueprints for inspectors as needed. Performs plan reviews and inspections.
Coordinates with Planning, Engineering, Public Works, Fire, Business Licensing, Legal, and other applicable departments or divisions on development projects and permitting. Attends meetings of the Planning Commission, City Council, and other advisory boards as needed.
Coordinates joint inspections with Planning Division, Building Division, and Engineering Department staff.
Represents the City at state legislature activities involving building regulations. Analyzes research and makes changes/updates to State and City building and development codes. Uses recommendations from inspectors as appropriate.
Ensures proper licensure of all inspectors, plans examiners and staff. Maintains good public relations with home builders, architects, engineers, and developers.
On call for all emergencies and natural disasters.
Performs related duties as required.
MINIMUM QUALIFICATIONS
- Education and Experience:
- Graduation from high school and two years of college, trade school, or technical college in construction management or related field; Bachelor's Degree in a related field preferred;
- Knowledge, Skills and Abilities:
Considerable knowledge of construction methods and materials common to commercial, industrial and residential construction projects; basic engineering standards and codes; political, legal and governmental processes affecting various building programs and project management; building, plumbing, electrical, mechanical and energy conservation codes; modern construction methods, practices, materials, tools and equipment; basic drafting techniques, blue prints and related specifications; interpersonal communication skills.
Skill in the art of diplomacy and cooperative problem solving.
Ability to interpret codes accurately and effectively; analyze permanent structures to determine conformity of established codes; communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, employees, and the public.
- Special Qualifications:
Must possess a valid Utah Driver's license.
Must be I.C.C. Combination Residential and Commercial Certified. Must have passed the required I.C.C. certification examinations for the Certified Building Official (CBO). Additional certifications optional, but preferred (Building Plans Examiner, Accessibility Inspector/Plans Examiner, Residential Energy Inspector/Plans Examiner, etc.).

Physical activity and demands are frequent related to walking, standing, stooping, climbing, sitting, and reaching. Talking, hearing and seeing or other effective communication is essential to job performance. Mental application utilizes memory for details, emotional stability and discriminating thinking common to most job functions.
