**Minimum Qualifications** :

**Education**

+ Bachelor Degree in Civil or Engineering, Construction Management or closely related field

+ In lieu of Bachelor Degree, a High School Diploma and four (4) years of experience, responsible for administering large scale rehabilitation/construction programs, in addition to the experience stated below, will be considered.

**Experience**

+ Seven (7) years of progressively responsible construction management experience, to include at least two (2) years as a manager, responsible for directing and administering large scale rehabilitation / construction programs.

+ Experience must include management of a diverse internal and contractor workforce, system integration, field construction, contract administration, estimating, negotiations; project and design management.

**Certification/Licensure**

+ N/A

**Preferred**

+ Certified Construction Manager (CCM) or Project Management Professional (PMP), or Professional Engineer (PE)

+ Bachelor Degree in Civil or Engineering, Construction Management or closely related field

+ Experience in heavy civil, transit / transportation, electrical, mechanical or communication systems

**Job Summary/Duties** :

The Construction Manager manages major infrastructure installation projects within WMATAs Capital Program Delivery Office, involving complex rehabilitation / construction efforts. The incumbent oversees project coordination management activities and supervises staff that includes construction engineers, facilitators, office engineers, inspectors and support staff located in both office and field environments. Additionally, the incumbent recommends appropriate organization, staffing, and management approaches on construction execution to help ensure successful project implementation.

**ESSENTIAL FUNCTIONS**

+ Provides overall direction to employees and/or contractors, within assigned area(s); ensures adequate technical inspection of work in progress to facilitate high-quality and safely accomplished work. Directs the evaluation of the work quality and the progress and performance of both employees and contractors. Initiates corrective actions, as necessary.

+ Partners with assigned Project Manager to serve as a project implementation subject matter expert, providing feedback on contractor proposals for remedial action to ensure mitigation strategies are outlined effectively and are compliant with Authority regulations.

+ Assists in developing plans, policies, and procedures for WMATAs Capital Program Delivery Office; assists in directing and coordinating rehabilitation / construction personnel in the execution and implementation of rehabilitation / construction programs, ensuring that systems and procedures meet internal Authority and industry standards.

+ Reviews rehabilitation / construction contract provisions, plans, and specifications to ensure constructability, economy, efficiency and safety relating to commissioning activities. Advises required WMATA offices and stakeholders of drawing/specification changes needed based on past lessons learned and best practices, to reduce potential for contractor change orders, schedule delays and impacts to revenue service.

+ Ensures that all work schedules are coordinated with contractors, appropriate WMATA staff, field elements and impacted stakeholders. Oversees the acquisition, allocation, accountability, and management of facilities, equipment, and supplies needed to ensure a successful project implementation and to minimized risk to revenue operations.

+ Oversees the preparation of a draft, annual and long-range rehabilitation / construction forecasts for project implementation that will facilitate a timely and efficient project implementation that is coordinated with other Authority capital programs and revenue operations

**OTHER FUNCTIONS**

+ Reviews and makes recommendations to assigned rehabilitation / construction related contract payment estimates, if required, to ensure compliance with the CAPD Project Implementation Manual and Authority Procurement Regulations.

+ Assists in making contractual determinations and decisions related to the overall management of rehabilitation / construction contract modifications and claims, if necessary.
