We are looking for someone to join Team Yuma as a C.I.P. Manager, working with the Department of Engineering. The ideal candidate will review, manage and oversee design and construction activities for development and renovation of City infrastructure.

Under general supervision, this job classification manages development, redevelopment, and Capital Improvement Program (CIP) projects, designs, contracts, specifications and schedules for the City of Yuma's City Engineering Department; assures contractor compliance with contract terms and specifications.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages Capital Improvement Program (CIP) projects through all phases from initial project assignment to completion, according to project schedules, budgets, state and Federal regulations, and City standards; coordinates work of project team and outside contractors; assures infrastructure projects meet City goals and compliance standards; duties may vary according to job assignment.
  • Manages design and construction activities for development and renovation of City infrastructure; coordinates, monitors and manages CIP development projects in cooperation with other departments, outside agencies and contractors; assures projects meet design and budget goals and schedules.
  • Oversees CIP design and contract process; prepares technical work specifications, solicits bidders and manages bid response process; reviews proposals for compliance to local, state and Federal specifications and standards.
  • Reviews and approves project designs, technical proposals, documentation, contracts, agreements, work papers, and reports of project activities; assures effective communication of project issues.
  • Reviews, approves and negotiates, change orders, schedules and contracts for assigned projects; assures the use of efficient techniques and sound engineering practices to meet City objectives.
  • Oversees work performed on City projects by contractors; inspects project work sites, and documents the progress compared to project schedule; reviews and approves construction documents, expenditures, and reports; assures project activities are in compliance with project specifications and City policies.
  • Maintains project files, documents and records; prepares reports on program activities and performance.
  • Evaluates issues, identifies concerns, and recommends solutions; assures that all project and service issues are addressed and resolved; coordinates projects with City departments and regional agencies.
  • Exercises independent judgment within broad policy guidelines; advises on specialized areas of technical expertise; assures the highest quality CIP projects are delivered on time and within budget.
  • Writes analytical reports and makes technical estimates of a specialized nature in connection with engineering projects; checks and reviews final technical specifications for submittal to City Engineer.
  • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the "Yuma Way", and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor's Degree in Engineering, Architecture or Construction Management; AND five year's experience managing public capital improvement projects; OR an equivalent combination of education, training and experience.

Knowledge of:

  • City policies and procedures.
  • Engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for civil engineering and infrastructure improvement projects.
  • Principles of design, construction and maintenance of public works projects, including conceptual design, project scoping, engineering design, environmental assessment, and right-of-way.
  • Federal and State regulations governing public works projects, including Davis-Bacon Act, Uniform Relocation Act, and National Environmental Policy Act (NEPA).
  • Principles and practices of government project, contract, and budget management.
  • Principles of record keeping and records management.
  • Techniques and practices for efficient and cost effective management of resources.

Skill in:

  • Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City policies and procedures governing engineering and architectural functions.
  • Managing and coordinating the planning, design, and construction of public works projects using a variety of project delivery methods.
  • Reading and evaluating construction documents and technical specifications, collecting and analyzing data, and performing mathematical and statistical calculations.
  • Analyzing and evaluating technical engineering data and construction documentation.
  • Applying engineering theory and skills to solve infrastructure project issues and problems.
  • Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Operating a personal computer utilizing standard and specialized software, including GIS, PMIS, and other specialized software applications used in planning, mapping, and statistical analysis.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Driver's License is required. Registration as a Professional Engineer, Engineer-in-training, or Architect by the Arizona State Board of Technical Registration, or certification as a Certified Construction Manager (CCM) from the Construction Management Association of America, or as a Project Management Professional (PMP) from the Project Management Institute, or the ability to obtain registration or certification via reciprocity or examination within one year from the date of hire, is preferred. Other combinations of experience, licensing, and/or certification that meet the needs of the City of Yuma may be considered.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment, and at construction sites. May occasionally be required to bend, reach, stoop, and lift objects; may be exposed to safety hazards, and dangerous tools and equipment.
