The overall function of this position is to assist professional engineers and/or higher level technicians in the performance of right-of-way permits work in the District 08 Permits office. The technician is required to gather information regarding access connection and utility permits requested within the LADOTD right-of-way and to prepare all documentation required to issue the final permit. This position is located in the District 08/Engineering Section/Unit 500 of the Department of Transportation and Development and reports directly to the Engineer 6 -District Construction Coordinator. The incumbent must be self-motivated and be able to perform duties many times with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

Minimum Qualifications
Possession of a high school diploma or GED.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

Job Duties and Other Information Job Duties:
40% Assists the District Permits Specialist (Engineering Technician DCL) in the issuing of all permits originating in the District and monitoring work associated with those permits to ensure compliance with permit requirements, DOTD policies, procedures and specifications. Reviews preliminary plans from applicants and gathers all documents needed for full review by other District personnel (Design, Traffic, Access Management Engineer etc.). Conducts preliminary reviews of utility, access connection, project
and geophysical permits applications by analyzing attached plans, drawings and pipe data sheets. [Determines depth and location of utility, size of pipe, location of drainage pipe, and width of drive that will be needed to comply with DOTD guidelines, regulations and future maintenance and construction activities that will be done within state right-of-way. Acts as representative for DOTD providing technical assistance to the general public in completing permit certificates for residential and commercial driveways,
connections to state highways, highway traffic control device permits, mail box, and hay permits. Assists the District Utilities Specialist as needed when issues regarding utilities on DOTD projects must be addressed.]
20% Receives, reviews, and processes all requests for Outdoor Advertising (OA) related to commercial applications and government entity applications. Conducts yearly inventory of signs and determines illegal signs that require further correspondence and/or permits or removal. Attends specialized training related to Outdoor Advertising, Junk Yard regulations, sign removal processes and newly developing Outdoor Advertising software management applications. Drafts illegal sign letters for distribution according to Headquarters policies and procedures. Meets as needed with clients on site to answer questions for Outdoor Advertising permit approval. Inspects final OA sign structure and placement for compliance. Maintains all documentation to track issued permits.
15% Inspects work done in DOTD right-of-way to ensure work is performed in accordance with approved permit and to ensure that state right-of-way is restored. Informs applicants of violations of DOTD policy and advises on methods of compliance. Suspends or cancels permits if permittee fails to comply with
DOTD policy or fails to cooperate with DOTD Works with and advises DOTD Project Engineers concerning permits that have been assigned to them for monitoring.
10% Maintains detailed records of all permits issued in the District and ensures documents are properly entered into the permits database and recorded into the proper ledgers. Maintains files and monitors the status of all submittals to ensure timely processing, inspection and closeout of completed permits.
5% Attends meeting and meets with local state and elected officials, private consulting engineers, architect firms, DOTD District Administrator, Assistant District Administration of Engineering, District Traffic Engineer, District Design, Engineer, and Area Engineers to discuss permit issues.
5% Completes required training courses and receives on the job training related to Access Connection Policies and Procedures and revised Louisiana Statutes regarding Access Connections and Utilities.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support actives.

The incumbent is required to possess to following specialized knowledge, skills, abilities, as well as operate the following equipment:
A working knowledge of current state laws regarding usage of DOTD right-of- way and DOTD policies and procedure regarding right-of-way permits.
construction and maintenance practices, and all federal state guidelines for accommodating utilities, driveways, and other facilities on state right-of-ways.
A working knowledge of current state law and Federal Regulations regarding the Outdoor Advertising Program
Excellent verbal and written communication skills to ensure a cooperative demeanor when dealing with clients.
Must be able to operate a smart phone, computer and calculators.
Possess a Class E Driver's License

Work Schedule: Monday-Friday from 7:45AM to 4:15PM.
Compensation:
- Engineering Technician 1 - Starting salary is $12.22/hourly with an additional $2.00 optional pay for every hour worked.
- Engineering Technician 2 - Starting salary is $14.00/hourly with an additional $2.00 optional pay for every hour worked.
- Engineering Technician 3 - Starting salary is $16.03/hourly with an additional $2.00 optional pay for every hour worked.
- Engineering Technician 4 - Starting salary is $18.35/hourly with an additional $2.00 optional pay for every hour worked.
