We are actively seeking a knowledgeable and hands-on Health, Safety, and Environmental (HSE) Supervisor to oversee and enhance safety and environmental compliance across our heavy civil and marine construction projects. The role demands a thorough understanding of hazards specific to large-scale infrastructure, marine environments, and heavy equipment operations. The ideal candidate will have 1-5 years of field experience and be ready to travel to various construction sites.

Primary Responsibilities

Site Safety Management

  • Site safety inspections focusing on heavy equipment operations (cranes, excavators, barges, pile driving), confined spaces, working at heights (scaffolding, formwork, bridge decks), and marine-specific risks (dive operations, vessel traffic, tides).
  • Monitor compliance with OSHA, EPA, Coast Guard, and local safety regulations, including marine pollution prevention and spill control protocols.
  • Identify hazards such as falls from height, confined space, cranes, barges, underwater operations, and material handling (fuel, lubricants, concrete admixtures), and ensure appropriate controls are in place.
  • Interface and work directly with field operations to proactively manage the safety of projects, utilizing logical solutions that are in the best interest of the company, the workforce, and follow standard regulations.

Risk Assessment & Incident Investigation

  • Conduct Job Hazard Analyses (JHAs) tailored to heavy civil tasks like dredging, pile driving, cofferdam construction, and concrete pouring.
  • Lead root cause investigations of incidents including slips, falls, struck-by, caught[1]between, and environmental spills; develop and track corrective action plans.
  • Utilize near-miss reporting to proactively reduce risks. Employee Health
  • Implement health monitoring programs addressing noise exposure, heat stress, vibration, and fatigue common in heavy civil and marine work environments.
  • Oversee respiratory protection, PPE compliance, and safe work practices for hazardous substance exposure (e.g., welding fumes, silica dust, marine chemicals).

Environmental Protection & Compliance

  • Manage environmental impact assessments focusing on sensitive marine ecosystems, sediment control, water quality monitoring, and erosion control.
  • Ensure adherence to environmental permits and regulatory reporting (e.g., National Pollutant Discharge Elimination System - NPDES).
  • Coordinate spill prevention, containment, and response planning including equipment readiness and staff training.
  • Support sustainability initiatives such as waste minimization, recycling, and fuel[1]efficient equipment use.

Training & Communication

  • Deliver targeted HSE training including marine-specific safety protocols, hazardous materials handling, confined space entry, and crane rigging and signaling.
  • Facilitate toolbox talks addressing task-specific risks and environmental stewardship.
  • Serve as the primary safety liaison for employees, contractors, and subcontractors, ensuring unified safety standards. Documentation & Reporting
  • Maintain accurate, detailed records of inspections, incident reports, environmental monitoring, training, and regulatory correspondence.
  • Prepare comprehensive HSE reports for project management, regulatory bodies, and corporate safety teams.
  • Assist in the development and continuous improvement of site-specific HSE management plans.

Travel & Site Adaptability

  • Travel to marine and heavy civil construction sites, occasionally requiring overnight stays and working in variable weather conditions.
  • Quickly adapt to diverse site conditions and multi-disciplinary teams, ensuring HSE compliance in remote or challenging environments.

Minimum Qualifications:

  • Bachelor's degree in occupational health and safety preferred; relevant experience considered.
  • 1-5 years' experience specifically in safety supervision within heavy civil construction, marine construction, dredging, or related industries.
  • Deep understanding of marine and heavy civil construction hazards and regulatory frameworks (OSHA 1926, USCG regulations, EPA, MARPOL).
  • Experience conducting risk assessments, JHAs, incident investigations, and environmental monitoring in marine and heavy civil environments.
  • Strong communication skills with experience training and influencing field crews, subcontractors, and management.
  • Familiarity with safety management software and Microsoft Office.
  • Safety certifications such as OSHA 30-hour, OSHA 500, American Red Cross 1st Aid/CPR/AED trainer, or similar credentials preferred.
  • Valid driver's license with flexibility for frequent travel and ability to work in remote or outdoor environments.
  • Transportation Worker Identification Credential (TWIC) availability required.
  • A hands-on, do whatever it takes to make the company safe and successful attitude is required.

Work Environment & Physical Demands

This position may require standing for extended periods, lifting up to 25 pounds, and working in outdoor conditions. On-site presence at heavy civil and marine construction locations including ports, docks, bridges, tunnels, dredging operations, and shoreline infrastructure. Exposure to harsh weather, water hazards, heavy machinery, and noisy environments. Required to wear and enforce use of PPE including flotation devices, hard hats, safety boots, gloves, fall protection equipment, and vests.
