MOTOR EQUIPMENT OPERATOR I, II, III

Grade: 5-7

Full-Time, Non-Exempt Effective: 4/2024

GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs skilled trades work, from beginner to advanced depending on level, operating motorized equipment to maintain and repair streets and sewers, pick up trash, recycling, and debris in the operations of light to heavy motorized equipment in the maintenance and repair of public works and utilities projects; does related work as required. Work is performed under minimal supervision of the Supervisor. Level II will exercise supervision over crew members in the absence of the Crew Supervisor.

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within

arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness

of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.

ESSENTIAL FUNCATIONS/TYPICAL TASKS:

LEVEL I: Operating small equipment and light weight trucks in the construction, repair, and maintenance of

streets, utilities, waste disposal, snow removal, mowing operations, and related facilities and systems; performing

related general labor tasks.

o Operates small loads and unloads equipment, materials, and supplies needed to complete assignments.

o Operates motorized vehicles and light construction equipment, as part of a crew constructing, maintaining, and

repairing water and sewer lines; lays new water lines; repairs broken water mains and sewer lines; flushes sewer

lines.

o Uses a variety of hand and power tools such as hammers, shovels, wrenches, jack hammers, tampers, pavement

saws, pipe wrenches, and flushers for use in the repair and maintenance of water and sewer lines, streets, and

drainage systems.

o Performs required heavy manual labor as needed to assist crew with installing, maintaining, repairing, and

constructing water lines, sewer lines and manholes, including laying pipe, manhole and line cleaning, pavement

cutting, ditch digging, etc.

o Operates mowers, weed eaters, and chain saws in the maintenance of right of ways, water and sewer lines and

easements.

o Performs routine inspection and preventive maintenance and repairs on assigned equipment and refers defects

or needed repairs to supervisor; keeps vehicles and equipment clean.

o Assists Laborers with heavy loads.

o Spreads asphalt and patches holes in street surfaces.

o Acts as flagger when needed.

o Drives and operates small truck with spreader and plow for snow and ice removal.

o Performs related tasks as required.

LEVEL II: All functions of Level I and: Operating light to medium weight trucks and equipment in the

construction, repair, and maintenance of streets, utilities, waste disposal, snow removal, mowing operations, and

related facilities and systems; performing related general labor tasks.

o Operates trucks of various sizes and weights; loads and unloads equipment, materials, and supplies needed to

complete assignments.

o Operates motorized vehicles and light construction equipment, such as dump trucks, as part of a crew

constructing, maintaining, and repairing water and sewer lines; lays new water lines; repairs broken water mains

and sewer lines; flushes sewer lines.

o Uses a variety of hand and power tools such as hammers, shovels, wrenches, jack hammers, tampers, pavement

saws, pipe wrenches, and flushers for use in the repair and maintenance of water and sewer lines, streets, and drainage systems.

o Performs required heavy manual labor as needed to assist crew with installing, maintaining, repairing, and

constructing water lines, sewer lines and manholes, including laying pipe, manhole and line cleaning, pavement

cutting, ditch digging, etc.

o Operates mowers, weed eaters, and chain saws in the maintenance of water and sewer lines and easements.

o Performs routine inspection and preventive maintenance and repairs on assigned equipment and refers defects

or needed repairs to supervisor; keeps vehicles and equipment clean.

o Operates refuse truck on an assigned route; assists Laborers with heavy loads.

o Spreads asphalt and patches holes in street surfaces.

o Acts as flagger when needed.

o Drives and operates dump truck with spreader and plow for snow and ice removal.

o Performs related tasks as required.

LEVEL III: All functions of Level I and II and: Operating medium to heavy trucks and equipment in

construction, repair, and maintenance of streets, utilities, waste disposal, mowing, and related operations;

performing related general labor tasks.

o Serves as lead worker; instructs and trains crewmembers; assists with coordinating and directing crews on site.

o Operates trucks of various sizes and weights; loads and unloads equipment, materials, and supplies needed to

complete assignments.

o Operates motorized vehicles and light construction equipment, such as dump trucks, skid loaders, flush truck,

motor grader, and rollers as part of a crew constructing, maintaining and repairing water and sewer lines; lays

new water lines; repairs broken water mains and sewer lines; flushes sewer lines; performs street and drainage

repairs.

o Uses a variety of hand and power tools such as hammers, shovels, wrenches, jack hammers, tampers, pavement

saws, pipe wrenches, and flushers for use in the repair and maintenance of water and sewer lines, streets,

sidewalks, and drainage systems.

o Performs required heavy manual labor as needed to assist crew with installing, maintaining, repairing and

constructing water lines, sewer lines and manholes, including laying pipe, manhole and line cleaning, pavement

cutting, ditch digging, etc.

o Operates mowers, weed eaters, and chain saws in the maintenance of water and sewer lines and easements.

o Operates refuse truck on an assigned route; assists Laborers with heavy loads.

o Performs routine inspection and preventive maintenance and repairs on assigned equipment and refers defects

or needed repairs to supervisor; keeps vehicles and equipment clean.

o Operates light equipment as assigned.

o Assists other departments as needed.

o Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Level I: Basic working knowledge of the safe use, operation and preventive maintenance of the equipment to which

assigned; skill in the use of equipment to which assigned; ability to use a variety of hand held tools such as rakes,

shovels, and brooms to clean up areas inside and outside buildings, parking lots, construction sites, sidewalks, etc.;

ability to understand and follow specific oral instructions; ability to perform manual labor for extended periods, often

under unfavorable weather conditions.

Level II: General knowledge of the safe use, operation and preventive maintenance of the equipment to which assigned;

skill in the use of equipment to which assigned; ability to use a variety of hand held tools such as rakes, shovels, and

brooms to clean up areas inside and outside buildings, parking lots, construction sites, sidewalks, etc.; General

knowledge of driving skills and requirements for commercial license; ability to understand and follow specific oral

instructions; ability to perform manual labor for extended periods, often under unfavorable weather conditions.

Level III: Thorough knowledge of the principles and practices of operating and servicing medium and heavy trucks

and construction equipment; thorough knowledge of the traffic laws and regulations governing equipment

operation; thorough knowledge of the occupational hazards involved and the safety precautions necessary to the

proper operation of varied construction and maintenance equipment; skill and care in the operation of several types

of trucks, specialized maintenance and construction equipment; ability to understand and follow oral and written

directions; ability to make minor repairs and adjustments to equipment; ability to establish and maintain effective

working relationships with associates.

EDUCATION AND EXPERIENCE:

Level I: Any combination of education and experience equivalent to completion of the seventh grade and minimal

maintenance experience.

Level II: Level I and experience operating medium to heavy equipment; understanding of operation and maintenance

requirements of commercial trucks.

Level III: Level I and II and experience with operating heavy equipment; 0-2 years' experience supervising a work

team.

SPECIAL REQUIREMENTS:

Level I and II: Possession of an appropriate driver's license valid in the Commonwealth of Virginia. May require

possession of or ability to acquire VDOT flagger certification.

Level III: Level I and II and possession of commercial driver's license valid in the Commonwealth of Virginia
