The Engineering Division of the Public Works Department is seeking a Construction Inspector to join the capital group.
The Engineering Division is a group of 20 staff who work closely together to support planning and project delivery for multi-modal transportation and utility projects, providing high-quality customer service for the community.
The capital group is working on a host of projects, including large-scale utility upgrades, sustainable transportation implementation, and trail and non-motorized facility planning and construction.
The ideal candidate:
- Has construction and plan review experience, and materials testing knowledge;
- Is comfortable communicating with contractors and others in the field; and
- is highly organized and able to maintain project records and documentation.

The Construction Inspector independently performs highly responsible administrative and paraprofessional engineering work involving various capital projects and programs, or private development construction, depending on assigned work group. Work includes, but is not limited to, public works project and program development, implementation, inspection and administration throughout the departments core business services, including water, wastewater, storm and surface water, facilities, parks, open space and streets.About the City of Bainbridge Island

- Conducts site inspections for new projects including dirt work, utilities, storm sewers and concrete structures and paving and franchised utility work; records general and detailed conditions by photo and video documentation; verifies compliance with proposed plans and specifications; refers discrepancies with appropriate project staff member; researches and verifies a variety of information.
- Reviews and issues right-of-way permits; inspects and performs oversight on other agencies, utilities and contractors working within the City right-of-way to ensure public safety and protection of facilities; reviews traffic control plans and coordinates road closures to minimize traffic disruptions.
- Inspects private development construction in progress to verify that the work is being completed in accordance with the design, makes modifications as appropriate; documents work for City records.
- Answers questions and provides information to contractors, staff, and the public regarding project progress and changes including testing, engineering, planning and established parameters; participates in the collection of various utility information including current and proposed locations; investigates complaints and recommends corrective action as necessary to resolve complaints.
- Monitors and records a variety of construction activity including testing, results of phasing and equipment and safety standards; records manpower and equipment on job sites, monitors construction costs; reviews invoices for accuracy; writes weekly progress reports; approves contractor pay vouchers; attends training; and prepares as built drawings to reflect changes and updates to infrastructure.
- Performs constructability reviews of capital project plans at various stages of project development.
- Makes construction diary entries of site conditions, traffic control, contractor or engineer conversations, and quantities for periodic progress payment.
- Recommends work stoppage for noncompliance with technical specifications or contract, if unable to reconcile issue with project staff or contractor.
- Prepares, reviews, updates, and maintains a variety of reports including daily project reports, monthly pay estimates and project status reports; attend staff meetings as required.
- Coordinates completion of projects; ensures completion of all project paperwork; coordinates and undertakes one-year warranty inspections with contractors and City representatives.
- Researches and prepares technical and administrative written and verbal reports, updates and project and program status to management, council, citizens, regulatory agencies and other interested parties.
- Attends and participates in preconstruction meetings with department staff, engineers, contractors, developers and other organizations.
- Investigates permit-related violations in conjunction with code compliance officer and/or other appropriate staff members.
- Assists with GIS-related projects, infrastructure inventories and maintenance of records as assigned.
- Maintains timely and regular attendance.
- Other duties as assigned.
Knowledge of:
- Principles and practices of civil engineering.
- Public works construction inspection, management, methods and materials.
- Principles and procedures of preparing and reading construction drawings, specifications, estimates for public works projects.
- Principles and practices common to administration of public works construction and maintenance contracts.
- Methods and techniques of field data collection, tabulation, and analysis.
- Federal, state, and local regulatory requirements, including applicable codes, ordinances, regulations, and guidelines.
- Methods and interpretation of soil analysis, materials, compaction and density tests.
- Appropriate safety and traffic safety precautions and procedures.
- standard stormwater best management practices.
- Understand and interpret blueprints, plans, technical specifications and code requirements.
- Research, analyze, understand and implement technical data, including preparation of accurate drawings, specifications and cost estimates, and accurately interpreting complex written materials such as blueprints and specifications.
- Identify design and construction errors and concerns and recommend solutions.
- Detect and locate faulty materials and workmanship, and determine the stage of construction during which defects are most easily found and remedied.
- Prepare simple working drawings, specifications, as-built drawings and graphic presentations.
- Maintain current knowledge of technological advances in the field.
- Make timely decisions using good sound judgment in matters pertaining to construction procedures.
- Work independently or as a team member and to meet required schedules and deadlines in a timely, efficient, effective manner.
- Prepare complete and accurate reports.

- Valid Washington State drivers license is required.
- Certified Erosion and Sediment Control Lead (CESCL) certificate is required within one year of employment.
- Washington State Traffic Control Flaggers certification is required within one year of employment.
- Successful completion of a pre-employment background check is required.
Additional Salary/Benefit Details Th e salary range is $7131-$8945 per month. The hiring range is $7131-$7987 per month. Step increases are attained annually based on satisfactory performance.
Telecommuting/Residence Some positions, including the Construction Inspector , are eligible for a hybrid schedule (in-office and telecommuting), depending on the operational needs of the organization and department. Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.
Working Conditions
The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is performed both on construction job sites and in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours may be required.
Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.
