**This position is a grant-funded position expected to last for up to four (4) years.
Position Specific Summary
The Residential Rehabilitation Project Coordinator position at the City of Tucsons Department of Housing and Community Development is responsible for reviewing and managing residential construction projects to ensure compliance with building codes, environmental regulations and safety standards. This position involves coordinating all phases of residential rehabilitation projects, including inspections, assessments, scope development, contractor management and budget oversight.
Work is performed under the supervision of the Community Services Project Supervisor. This position does not supervise.
Duties and ResponsibilitiesEngages with homeowners to discuss scopes of work based on lead reports and other reports. Drafts and submits project plans, timelines and budgets for residential rehabilitation projects. Interprets construction plans, building codes and cost estimates. Monitors progress and ensures adherence to project schedules and budgets. Coordinates construction activities with the contractors and homeowners to ensure that the project proceeds in a timely and efficient manner. Analyzes risk assessment and material reports to ensure lead-safe and asbestos-safe properties in compliance with Department of Housing and Urban Development (HUD), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) environmental regulations.
Drives to various locations to conduct initial residential system and structure inspections to determine the necessary scope of repairs. Navigates rooftops by climbing ladders to inspect and accurately measure dimensions and conditions. Inspects residences to identify defective, non-operational, or outdated components to draft corresponding scopes of work to submit for review. Evaluates contractor work post-completion and conducts lead paint and asbestos sampling for lab submission.
Acts as a liaison between homeowners, contractors, vendors and local authorities. Communicates project updates and resolve any issues that arise during the project. Assists clients with intake, applications, eligibility assessments and other needs. Drafts and manages contract documentation between the homeowner and construction contractors. Prepares and notarizes lien documents to ensure legal compliance.
Prepares and submits environmental review requests, ensuring compliance with historic preservation regulations. Coordinates the bid process, including bid solicitation, review and contract award. Prepares, processes and records change orders, payments and various real estate supporting documents to ensure that funds are managed appropriately. Drafts and organizes lien documents to ensure they are ready for execution and notarization. Maintains project case files and manages project budgets from inception to completion utilizing software platforms.
Performs final inspections to ensure work was performed according to City standards and building codes prior to payment processing. Assists with presentations and participates in community outreach.
Performs all other duties and tasks as assigned.
