Work is performed under the leadership and general direction of the Director of Public Works. The Foreman is responsible for the day-to-day supervision, coordination, and oversight of operations within the City of Panama Citys Environmental Services Division. This division encompasses various essential municipal services, including, but not limited to, the collection and disposal of residential and commercial garbage, yard debris, and other solid waste materials.
This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).

- Performs as the first-line supervisor of operators assigned to the Environmental Services Division.
- Plans, directs, assigns, inspects, approves and supervises the work of operators of the Environmental Services Division.
- Assigns priorities to work projects.
- Transfers workers from one project to another as workload changes.
- Coordinates the use of available equipment to obtain maximum utility and convenience.
- Follows and enforces safety procedures, precautions, as well as City and Departmental policies, procedures and rules firmly, tactfully and impartially.
- Assures the proper use and care of all equipment, materials and vehicles assigned.
- Assures all incidents and accidents are properly reported and handled according to City policy.
- Coordinates the use of available equipment to obtain maximum productivity and convenience.
- Resolves complaints from the public concerning Environmental Services issues.
- Performs interviews with potential employees and takes part in the selection process for hiring, promotion and termination of team members.
- Maintains time and work records, attends meetings, and prepares reports on incidents, accidents, injuries, disciplinary actions and employee evaluations, ensuring all are completed and handled in accordance with policy.
- Prepares reports as required using Excel, Word and City Works.
- Supervises employees activities.
- Attends meetings and keeps necessary records as required.
- Provides support to other Departments and Divisions within the City as approved by the Superintendent
- Performs other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
- General and technical knowledge involving Environmental Services operations, routing, scheduling, recycling and understanding of the different types of hazardous waste.
- Knowledge of the occupational hazards and safety precautions peculiar to these kinds of work.
- Knowledge of basic computer skills with the ability to use Word, Excel, email, and work management software.
- Ability to plan and assist in the division budgetary process.
- Knowledge of effective supervisory techniques.
- Ability to establish and maintain effective working relationships with supervisors, subordinates, associates, and the general public.
- Ability to establish and implement an effective safety program.
- Ability to plan, schedule and supervise the work of others in a manner conducive to effective work performance and high morale.
- Ability to exercise judgment and initiative in interpreting and carrying out written/oral instructions, which may be general in nature.
- Ability to read and understand plans and specifications.
- Ability to assume the duties of Assistant Superintendent during his/ her absence.
- Ability to plan, lay out, and supervise effective preventative maintenance on Environmental Services vehicles.
- Ability to prepare clear and concise reports and maintain required records.
- Graduation from high school or possession of an acceptable equivalency diploma.
- A minimum of four (4) years progressively responsible leadership experience.
- Must have and maintain a minimum class B CDL license w/ air brakes endorsement.
A comparable amount of training or experience may be substituted for the minimum qualifications
