Supervisor II / CDL Training Specialist - Fleet Management

The Supervisor II/ CDL Training Specialist is responsible for conducting countywide driver training for employees and other Commercial Driver License (CDL) applicants from local agencies, within regulation of the Federal Motor Carrier Safety Administration (FMCA) requirements for those seeking to obtain CDL and/or upgrading an existing class.

  • Develops training program and training manuals relating to driving CDL-required vehicles and heavy equipment.
  • Delivers in-classroom training to drivers using PowerPoint presentations and off-the-shelf training videos.
  • Coordinates and supervises the CDL training program.
  • Conducts behind the wheel training including, but not limited to, backing, parking, and on-the-road driving.
  • Establishes and communicates clear objectives for all learning activities.
  • Coordinates and schedules training.
  • Evaluates, rates, and counsels subordinates on performance.
  • Sets up the driving range (e.g. sets up cones) for course practice.
  • Submits training information for students into the Federal Motor Carrier Safety Administration (FMCSA) database.
  • Tracks training, practice, and assessment hours to comply with Florida Department of Highway Safety and Motor Vehicles (FDHSMV) requirements and monitors the progress of trainees.
  • Develops and conducts other driver related safety training on an as-needed basis.
  • Maintains accurate training files, subject to periodic audits by the FMCSA.
  • Operates medium and heavy equipment and/or machinery, and oversees routine preventive maintenance and safe operation.
  • Serves as a liaison with FMCSA for all training related issues to Commercial Drivers licensing.
  • Serves as a liaison with Florida Department of Transportation (FDOT) for all issues relating to issuance of Commercial Drivers licenses.
  • Must adhere to Federal, State, County, and Local ordinances.
  • May be assigned to other county locations based upon operational needs.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Education and Experience : Graduation from high school or possession of a GED and two (2) years of experience conducting training in operating various types of heavy equipment and/or CDL required vehicles, of which one (1) year is at supervisory level.

Must meet and satisfy the minimum qualifications required by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV):
  • At least 21 years of age;
  • Possession of a high school diploma or its equivalent.
  • A valid CDL Class A.
  • Have no history of criminal conviction for offenses bearing on his or her ability to fill a position of trust as a CDL Third Party Tester, including but not limited to crimes or fraud, sexual offense and/or moral turpitude as any time, or other felonies or first degree misdemeanors within the past ten years;
  • Applicant is not an employee of FLHSMV or a county Tax Collector office.
  • Within the last three (3) years have had no driver license disqualifications, suspensions, revocations, or court or FLHSMV-ordered driver improvement actions, excluding disqualifications, suspensions for financial responsibility compliance; and within the last five (5) years have had no alcohol-related traffic convictions; and
  • Have at least three (3) years of experience as a commercial motor vehicle operator, or a minimum of one (1) year experience as a CDL skills tester and/or trainer of commercial motor vehicle operators.

A comparable amount of education, training, or experience may be substituted for the minimum experience.

License:

Must possess and maintain a valid Florida drivers license at time of hire.
Must possess and maintain a valid Class A CDL with all endorsements.
  • Skilled in the use of various heavy equipment vehicles (e.g. truck).
  • Knowledge of the safe and efficient operation of multiple types of CDL-required vehicles and heavy equipment.
  • Knowledge of training methods and techniques.
  • Knowledge of the current FMCSA, FLHSMV, and FDOT regulations and requirements.
  • Skilled in maintaining databases to track training.
  • Skilled in using Microsoft Office applications (e.g. Word, PowerPoint) to use for documentation and creating presentations for training.
  • Ability to conduct behind-the-wheel training to include backing, parking, and on-the-road training for heavy equipment vehicles (e.g. truck, front end loader, tractor-trailer).
  • Ability to effectively train employees.
  • Ability to supervise trainees.
  • Ability to develop and conduct training programs.
  • Ability to maintain complete and accurate records.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to relocate to other county locations based upon operational needs.

ADA REQUIREMENTS

Physical Demands: Ability to perform essential duties and responsibilities, and meet the minimum qualifications. Ability to see, hear, stand, walk, bend, stoop, reach overhead, climb, and grasp. Ability to lift, carry, pull, and push up to 40 pounds. Visual acuity (peripheral vision, depth perception and color acuity) necessary to operate a motorized vehicle and medium to heavy equipment vehicles.

Environmental Demands : Both inside and outside work. Ability to tolerate inclement weather including rain, humidity, heat and cold. May be exposed to chemicals, insects, toxic plants, odors, dust, fumes, noise, and vibration.

Mental Demands: Ability to read safety instructions, memos, letters, product directions, work orders, blueprints, and layouts. Ability to write at a level of relay information, data, and details to others via procedures, memos, reports, and directions. Ability to perform shop math. Ability to speak clearly and concisely relaying information to workers and laymen.
