Levels I, II, III & IV -

The purpose of this position is to review plans and inspect structures and facilities for compliance with building codes. The role is responsible for providing information, issuing permits, inspecting structures, enforcing codes, and reporting. The employee works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

Minimum Qualifications

LEVEL I

Required Education and Experience:

  • Requires a high school diploma or GED and formal training, special courses or equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field.
  • Requires 4 years of construction related experience.

Required Certificates, Licenses, Registrations:

  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • Special Certifications and Licenses refer to state, federal, or professional certifications or licenses required entering or maintaining the job.
  • Must obtain Provisional Plans Examiner & Inspector licenses within six (6) months of employment.
  • Must take and pass the State of Florida Principles and Practices exam within one (1) year of employment. Must take and pass the State of Florida Plans Examiner exam within one (1) year of employment.
  • Must obtain a Florida Inspector license within one (18) months of employment.
  • Incentive pay of $1.00 per hour will be paid for each additional license earned beyond these base requirements. Incentives will cease upon promotion to the next level of Plans Examiner or Inspector.

LEVEL II

Required Education and Experience:

  • Requires a high school diploma or GED and formal training, special courses, or equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field.
  • Requires minimum 4 years of construction, engineering, drafting, or trade related experience or formal education in the construction/engineering field or a combination of these to meet eligibility requirements for licensure.

Required Certificates, Licenses, Registrations:

  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • Requires 1-3 of the Florida licenses listed in Florida Statue 468 for building, electrical, plumbing, mechanical or one and two family dwelling. Note: 1 and 2 family license will count as 2 licenses.

Preferred Certificates, Licenses, Registrations:

  • Building Code Administrator License is highly desirable.

LEVEL III

Required Education and Experience:

  • Requires a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field.
  • Requires minimum 8 years of construction, engineering, drafting, or trade related experience or formal education in the construction/engineering field or a combination of these to meet eligibility requirements for licensure.
  • Considerable knowledge of State and local codes and laws for commercial, industrial and residential building construction. Prior Building Department plan review/inspection experience is a plus. Knowledge of appropriate codes and ability to interpret the codes. Ability to read and interpret complex building/construction plans, diagrams, blueprints, and specifications. Ability to travel within the assigned area will be required for inspections and/or managing assigned projects. Working knowledge of inspection methods and procedures. Working knowledge of office & tablet computer software - Microsoft Office applications (i.e.: Microsoft Word, Microsoft Excel, etc.), Outlook, and Permitting/Plan Review/Inspection software.

  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • Requires 4 to 6 of the Florida licenses listed in Florida Statue 468 for building, electrical, plumbing, mechanical or one and two family dwelling: 1 (one) and 2 (two) family license will count as 2 licenses.

Preferred Certificates, Licenses, Registrations:

  • Building Code Administrator License is highly desirable.

LEVEL IV

Required Education and Experience:

  • Requires a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field.
  • Requires minimum 12 years of construction, engineering, drafting, or trade related experience or formal education in the construction/engineering field or a combination of these to meet eligibility requirements for licensure.
  • Considerable knowledge of State and local codes and laws for commercial, industrial and residential building construction. Prior Building Department plan review/inspection experience is a plus. Knowledge of appropriate codes and ability to interpret the codes. Ability to read and interpret complex building/construction plans, diagrams, blueprints, and specifications. Ability to travel within the assigned area will be required for inspections and/or managing assigned projects. Working knowledge of inspection methods and procedures. Working knowledge of office & tablet computer software - Microsoft Office applications (i.e.: Microsoft Word, Microsoft Excel, etc.), Outlook, and Permitting/Plan Review/Inspection software.
  • Experience training staff members in either classroom, office, or field conditions.

Deferred compensation is available to all full-time employees at the time of employment. This benefit allows the employee to defer income without paying taxes until money is withdrawn. Current plan is administered through MissionSquare.

Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.

Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

Retirement Plan

All full-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.

Training Programs

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
