Why does the job exist?
This position is responsible for managing the Prevention of Signification Deterioration (PSD) Section of the Air Quality Bureau's Permitting Program and performing technical and regulatory review of complex air quality construction and operating permits, ensuring the permits meet New Mexico and Environmental Protection Agency (EPA) regulatory requirements.
How does it get done?
- Supervise four permit writers
- Assign permitting workload
- Review legal permits to operate
- Verify emissions calculations
- Determine applicable state and federal air regulations
- Draft testimony and legally enforceable permits and technical support documents using standardized templates and protocols to compile a quality administrative record
- Represent the Department as an expert witness in legal proceedings
- Support the Permit Programs Section of the Air Quality Bureau through a variety of special projects that enhance the efficiency of the Section
- Drive project management of software projects, database maintenance and quality assurance, and other special projects
- Focus on team building

Ideal Candidate
The ideal candidate will have experience in the following:
- Air Quality Regulation knowledge
- Project management
- Technical writing
- Reading and interpreting complex regulations
- Focusing on productive team building and management
Minimum Qualification
Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required.
