The General Services Department (GSD) supports the operations of state government by providing essential
services, including procurement, risk management, facilities management, transportation services, and printing
services. The Facilities Management Division (FMD) is responsible for the maintenance, operation, and
renovation of state-owned buildings and facilities. FMD ensures that state workplaces are safe, functional, and
sustainable, supporting the daily operations of government agencies across New Mexico.

Why does the job exist?
The FMD Capital Projects Procurement Specialist performs complex administrative functions in supporting
Construction Project Managers by conducting extensive management analysis on contract documents. This
ensures that architectural, engineering, and construction contractors meet performance measures outlined in
contracts and construction documents. The position also ensures compliance with all State, Federal, and Local
rules and regulations before contract execution. Additionally, the specialist facilitates communication between
Project Managers, contractors, stakeholders, and other agencies to ensure the successful execution of Capital
Projects.
How does it get done?
Key Responsibilities:
- Conduct in-depth reviews and analyses of contract documents to ensure compliance with state, federal, and
local regulations before execution.
- Communicate with contractors regarding quotes, necessary changes, and budget adjustments for projects.
- Perform cost checks and prepare cost packages to support Project Managers in executing purchase orders
and issuing Notices to Proceed.
- Enter and analyze data in AIM and SHARE for project completion and ensure accurate accounting entries in
the State Financial System.
- Participate in Capital Project Management Review (CPMR) meetings to assist Project Managers in securing
approvals and budgets for projects.
- Generate reports on purchase orders and project statuses to support year-end closeout and assist various
sections of the Division.

All executive branch state agencies under FMD's jurisdiction, and State of NM building occupants
Ideal Candidate
The ideal candidate has qualifications and experience in the following:
- Three years experience in the State of New Mexico's Procurement Processes.
- Accounting experience.
- Ability to work in a fast paced office setting with strict deadlines.
- Proficient in data entry and ability to learn new computer data base systems.
- Proficient in excel and other Microsoft programs.
- Excellent customer service skills and ability to work in a team environment is desired.
Minimum Qualification
Bachelor's degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation for work-related travel.
