About The Division

State Energy Conservation Office (SECO) partners with Texas local governments, county governments, public K-12 schools, public institutions of higher education and state agencies, to reduce utility costs and maximize efficiency. SECO also adopts energy codes for single-family residential, commercial and state-funded buildings.

Working in the State Energy Conservation Office (SECO) is not your typical government job. If you want to work in a small office where you are involved in managing projects from cradle to grave and you help represent our states interests at national meetings, this is the ideal position for you.

While we have many programs at SECO that help public entities in Texas reduce utility costs and maximize efficiency, this opportunity focuses on the U.S. Department of Energy's (DOE's) nuclear weapons complex and environmental cleanup, by leading cooperative efforts with DOE, state and local governments to ensure their activities in our state do not adversely impact public health, safety, and the environment. In addition, travel to regional and national meetings with other states and tribes who host DOE facilities provides a network of organizations to work with and learn from. These groups partner with DOE to tackle challenging issues such as environmental cleanup across the nuclear weapons complex, as well as future nuclear reactor designs to provide clean energy across the nation and the world.

General description

The Comptrollers office is seeking a SECO Contract Manager in the SECO Division. This position performs senior- level consultative services, technical assistance, and contract management. Work involves planning, developing, and implementing SECO programs and contracts, while also providing consultative services to governmental agencies, institutions of higher education, public school districts, and local governments.

Since this position is unique, we are looking for someone with: (1) great attention to detail to manage federal grants and contracts to include the initial instruments, cash management, reporting and closeout; (2) excellent communications skills to work with various peoples across a myriad of dis iplines; and (3) a positive attitude to work through challenges and find solutions. Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications: Minimum Qualification

Graduation from an accredited college or university with a bachelors degree

Two (2) years of government life-cycle program and/or government contract management experience

Preferred Qualifications

Graduation from an accredited college or university with a bachelors degree in accounting, finance, business administration, public administration, energy management, energy resources, sustainable energy, or a related field.

Detail-oriented and hands-on accounting experience managing federal grants to include applications, financial and progress reporting, cash management and closeout.

Experience using the Uniform Statewide Accounting System (USAS) and the Centralized Accounting and Payroll/Personnel System (CAPPS), as well as Microsoft Office Excel and Word to reconcile and create monthly, quarterly and annual reports.

Hands-on experience in state contract management, including contract preparation and execution, voucher review and payments, and final reporting and closeout.

Excellent communications skills as this position will be working with representatives of federal, state and/or local governments.

Experience using specialized software to include an in-house designed grants management system such as NetSuite and Salesforce.

LICENSES / CERTIFICATIONS

Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 6 months.

A valid Texas (or state of residency) drivers license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, A valid Texas drivers license (or state of residency drivers license), and current proof of automobile insurance.

SUMMARY OF PHYSICAL REQUIREMENTS

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will

Assists with managing the SECO Pantex Programs which include the Agreement in Principle (AIP) grant and the Waste Isolation Pilot Plant (WIPP) subgrant.

Coordinates and collaborates with staff and contractors to plan and implement projects that fit within SECOs mission and goals.

Assists in the preparation of the annual scope of work and budget for each program, defining the milestones, deliverables, and associated budgets for submittal to the U.S. Department of Energy.

Executes contracts and amendments with state and local governments to perform the activities prescribed in each of the programs.
