Essential Job Functions:

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Directly supervises and coordinates the work of multiple crews or an all-encompassing plant crew that is responsible for yard piping, concrete, process piping, process equipment, plant startup and punchout.
  • Experienced on all types of heavy equipment for highway projects.
  • Safety Manager for the crew
  • Knows and understands the production schedule.
  • Can plan daily work from the projects 4 week schedule and executes same
  • Can perform and train the essential job functions for any position on a treatment plant project.
  • Identify, report and correct hazards, NEAR MISS

Knowledge, Skills, and Abilities Required to Perform Essential Functions

Technical Knowledge:

  • Effective communication skills
  • Ability to measure, perform construction math and calculate quantities.
  • Can set up and properly use a rotary laser, builders level and total station.
  • PSCC and OSHA safety rules
  • NPDES standards, rules and best management practices (BMPs)
  • Basic IT skills, can navigate smart phone and I Pad to fill forms and reports
  • Read and interpret plans, include I&C and electrical one line diagrams.
  • Heavy Equipment Operation

Physical Requirements:

Ability to stand or sit for long periods; handle and manipulate controls on a repetitive basis. Ability to see well and distinguish between back up alarms, voices and other normal sounds consistent with construction job sites. Ability to climb in and out of equipment, ability to lift 40 lbs.

Environmental Adaptability:

Work outside in all weather conditions, and various locations and times of day. Hard hat, hearing and eye protection, Hi-visibility clothing required.

Training and Experience:

  • 5 to 10 years of experience building treatment plants
  • High school diploma or equivalent
  • Competent Person training
  • Confined space training
  • Crane safety and rigging
  • Fall protection

Skill Level 1 General Plant Foreman

  • Recently promoted from Carpenter or Pipe Foreman
  • Knowledgeable with construction plans and specifications
  • Can install any type of yard piping, push joint, Mechanical Joint, TR Flex, HDPE, RCP, CPP, PVC
  • Can install all types of Process pipe, DI, SS, FRP, PVC
  • Can install pumps and most process equipment
  • Can excavate form, tie and pour concrete structures
  • Can use Heavy Job for time card, daily reports, near miss reporting
  • Proficient with inventory control

Skill Level 2 General Plant Foreman

  • Can perform at skill level 1, plus
  • Can plan an excavation for pipe involving existing plant utilities.
  • Can build elevated concrete structures such as headworks
  • Can properly set up dewatering operations, stage and tune pumps
  • Can use a total station to layout structures.
  • Knows how to utilize shop drawings and installation instructions to pre-plan equipment installations

Skill Level 3 General Plant Foreman

  • Can perform at skill levels 1 and 2, plus
  • Can install clarifier equipment
  • Can read P&ID drawings
  • Can read and interpret electrical one line diagrams
  • Can develop a critical lift plan

Skill Level 4 General Plant Foreman

  • Can perform at skill levels 1, 2, 3, plus
  • Can install water filters and a pipe gallery
  • Completes work with end in mind, zero punch list
  • Understand daily production goals and can overcome roadblocks to meet them
  • Can work with limited supervision
  • Can provide instruction to others

Skill Level 5 General Plant Foreman

  • Can perform at skill levels 1, 2, 3, 4, plus
  • Can work without supervision, can complete a project on his/her own
  • At standard on all items on PSCC developmental check list
  • Regularly beats production goals
  • Team looks to you as a mentor
  • Continuous learner
  • Go to Person when the Superintendent needs to get something done without worrying about it being done safely, quickly and accurately.
