The primary purpose of this position is to independently develop, negotiate, and administer various highly complexed essential procurement contracts, many of which are more than one million dollars ($1M). This position will manage the critical contract formation stage (planning, pre-solicitation, development, evaluation, and award). This position will assist as needed in the review and/or approval of Procurement Specialist documentation and/or work. This position will work with program managers to ensure and clearly document intricate complex specifications in clear measurable milestones in all contractual agreements' components such as terms and conditions, pricing, contract duration, specification/requirements, performance measures and outcomes, task, activities, deliverables, required certifications, and required pre-qualification. This position negotiates with prospective Vendors on behalf of the State and the Department. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agencies employees, is required for this position. Additional duties as assigned.

- Demonstrated work experience of large, complex, cross-functional procurement environment with solid knowledge of purchasing methods, procedures, and considerable working knowledge of General Statutes, Administrative Code, NC Procurement Manual, and State Term Contracts.
- Demonstrated ability to develop and negotiate strategies and procedures promoting measurable contract requirements.
- Experience developing presentations and facilitating workshops and training programs.
- Demonstrated experience to create, edit, and review solicitation documents to include, as required, coordinating, and facilitating evaluation committees, providing supervision, conducting vendor negotiations, and facilitating award recommendations for: RFQ, IFB, and RFP.
- Demonstrated ability to explain and interpret policies in a clear, concise manner, and responding professionally to crises situations to minimize impact to agency through solid negotiations.
- Experience organizing and writing extensive and complex technical information into specifications, reports, tabulations and drawings or special requirements as needed according to State and/or project requirements including maintaining proper record keeping and documentation from initiation through contract life.
The following Management Preference is not required, but applicants that possess this experience are preferred:
- SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes.

Bachelor's degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.
