The Public Works Department is actively seeking an Engineering Contract Manager.

This position reports to the Chief of Engineering Construction Management and is responsible for overseeing and managing the processing, tracking, reconciliation and auditing of all procurement and contract finance functions and ensuring the accurate maintenance and consistency of division timeline with contracts.

Examples of Work

  • Tracks projects from bid opening through contract award and monitors all phases of contract administration.
  • Reviews all procurement contracts and matters for the division.
  • Reviews all procurement requests for accuracy and completeness before Division Chief approval.
  • Prepares Award documents, enters requisition and prepares contract request. Reviews and edits submitted contract documents, change orders and amendments, approves and finalizes amendments documents, routes and facilitates amendment execution.
  • Tracks, manages and analyzes contract data.
  • Maintains contract files, to include details regarding contract totals, payments, expirations and deadlines.
  • Reviews and verifies public works contracts for financial compliance.
  • Performs compliance reviews to ensure adherence to terms and responds to special requests from management.
  • Processes payments and follows up on outstanding invoices.
  • Prepares quarterly invoices for grants received from external sources such as Florida Department of Transportation and St. Johns River Water Management District.
  • Trains other Public Works staff on matters related to contract administration.
  • Participates in department and division meetings, represents Public Works in external contract meetings as required.

  • Six (6) years of education, and/or professional experience in finance and/or contracts administration or closely related field.
  • Bachelor's degree from an accredited institution - preferred.
