About the Role
The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region's transportation network and as a catalyst for continued residential, commercial and employment growth.
Responsibilities
Under the direct supervision of the Superintendent, Transportation the selected candidate will assist in managing daily train operations, to include passenger service and maintenance/construction operations. Responsibilities include but are not limited to:
+ Coordinate the schedules and activities for a diverse group of approximately 400 employees whose combined efforts produce efficient, safe and on-time rail operations. Titles under the direction of the incumbent include Trainmasters, Assistant Trainmasters, Chief Operations Examiner, Assistant Chief Operations Examiner, Operations Analyst, Assistant Operations Analyst, Supervisor of Scheduling and Planning, Rail Scheduling Analyst, Rail Planning Analyst, Operations Examiners, Train Dispatcher/ Terminal Supervisors, Tower Operators, Yard Supervisors, Engineers/Engineer Switchman, Conductors, Assignment Coordinator Supervisor, Assignment Coordinators, Payroll Clerk, Administrative Assistant, and Business Manager
+ Prepare special operating notices for the signature of the Superintendent to ensure that safe operating practices are in place.
+ Provide support to the Transportation Divisions Business Manager and clerical staff for administrative activities, including payroll, sick benefits, absence control, status reports, overtime control, purchase orders and contract administration.
+ Monitor operating and capital budget performance.
+ Works closely with PATH Labor Relations Unit to maintain effective, cohesive and productive labor relations with Union leadership and represented employees of the ATDA, BLET, SMART- Conductor & Tower Groups, and IBT.
+ Participate in the development of training programs as necessary with PATH Safety Division to ensure training needs for applicable Transportation Division employees, including instruction, and monitoring of operating personnel meets or exceeds established standards.
+ Assists the Superintendent in preparation of the annual Transportation Division operating and capital budget.
+ Monitors staff to ensure compliance with PA/PATH policies, collective bargaining agreements, FRA regulations, and the PATH Book of Rules.
+ Investigates rule violations and prepares notices of investigation for signature of the Superintendent.
+ Participates as a Transportation Division hearing officer if needed or as the Transportation Division representative during disciplinary hearings.
+ Develop the competencies of Transportation Division employees to enhance their knowledge, skills, and abilities, and enable career advancement. Support activities that promote diversity and inclusion.
Minimum Qualifications
+ A minimum of 7 years experience in railroad operations or railroad maintenance.
+ A minimum of 5 years of supervisory experience in the railroad industry.
+ High School Diploma or General Equivalency Diploma (GED) from an accredited high school or vocational high school.
+ Applicants must meet all performance and attendance standards and have completed all probationary periods.
+ Knowledge of Federal Railroad Administration Regulations pertaining to railroad operations ( 49 CFR Parts 213, 218, 219, 220, 225, 228, 238, 239, 240, 242, 243, and 270).
+ General knowledge of PATH represented employee collective bargaining agreements and applicable provisions of the Railway Labor Act.
+ Excellent oral and written communication and presentation skills; and proven interpersonal skills.
+ Demonstrated success in motivating diverse employee groups and organizations.
+ Demonstrated ability to ensure complete confidentiality whenever needed.

+ Demonstrated knowledge and understanding of PATH Transportation Division operations as it relates to business objectives.
